Abstract: | Lurah sebagai pemimpin organisasi pemerintah memegang peranan kepemimpinan yang sangat penting dalam menentukan dan meningkatkan Disiplin dari aparatnya menuju suatu paradigma pemerintahan yang baru. Penyelenggaraan pemerintahan di Kelurahan ditentukan oleh kemampuan Lurah sebagai pimpinan bersama dengan para stafnya sebagai pelaksana tugas-tugas. Kepemimpinan Lurah sangat mempengaruhi banyak hal dalam penyelenggaraan pemerintahan kelurahan termasuk diantaranya perilaku dan Disiplin perangkat kelurahan dalam melaksanakan tugasnya, dalam memberikan pelayanan kepada masyarakat. Penelitian ini bertujuan untuk menganalisis kepemimpinan lurah dalam rneningkatkan Disiplin pegawai perangkat kelurahan di Kelurahan Tembung, Kecamatan Medan Tembung Kota Medan. Sampel penelitian digunakan total ampling, yaitu pengambilan sampel yang dilak.'Uk.an dengan proporsional dan acak sebanyak 19 orang. Dalam penelitian ini dilakukan teknik analisa data yaitu metode deskriptif, yaitu suatu metode dimana data yang diperoleh disusun kemudian diinterpretasikan sehingga memberikan keterangan terhadap permasalahan yang diteliti dengan menggm1akan tabel ttmggal. Hasil penelitian ini men:unjukkan bahwa Kepemimpinan Lurah Tembung dalam meningkatkan Disiplin pegawai, secara umum telah berperan dengan baik sebagai katalisator, fasilitator, pemecah masalah dan komunikator. Tingkat disiplin pegawai perangkat kelurahan di kantor Kelurahan Tembung dapat dilihat dari: kehadiran, ketepatan jam kerja, mengenakan pakaian seragam dan ketaatan terhadap peraturan, telah dilaksanakan dengan cukup baik. Upaya-upaya Lurah dalam meningkatkan Disiplin pegawai perangkat Kelurahan Tembung adalah sebagai berikut : memberikan penghargaan, meningkatkan kesejahteraan perangkat kelurahan, menciptakan suasana kerja yang harmonis, memberikan penghargaan atas prestasi kerja, bersikap adil, menghormati dan mengikutsertakan, melengkapi fasilitas kerja, mengembangkan potensi, pemberian hukuman, memberikan kesempatan untuk mengikuti diklat yang dapat mempercepat karier perangkat yang bersangkutan. Lurah as the leader of a government organization plays a very important leadership role in determining and enhancing discipline from his apparatus towards a new government paradigm. The administration of government in the Kelurahan is determined by the ability of the Head of the Village as the joint leader and the staff as executors of tasks. Lurah leadership greatly influences many things in the administration of kelurahan including behavior and discipline in the kelurahan apparatus in can-ying out their duties, in providing services to the community. This study aims to analyze the leadership of the village head in improving the discipline of employees of the kelurahan in Tembung Village, Medan Tembung District, Medan City. The research sample used total sampling, which was carried out proportionally and randomly as many as 19 people. In this study, data analysis techniques were carried out, namely descriptive methods, namely a method in which the data obtained was compiled and then interpreted so as to provide information on the problems studied using a single table. The results of this study indicate that Village Leadership is Inflated in improving employee discipline, in general it has played a good role as a catalyst, facilitator, problem solver and communicator. The level of discipline of the staff of the kelurahan in the Tembung Sub-district office can be seen from: attendance, working hours, wearing uniforms and obedience to regulations, have been carried out quite well. Efforts of the Lurah in improving the Discipline of employees of the Tembung Village apparatus are as follows: giving awards, improving the welfare of the kelurahan, creating a harmonious working atmosphere, giving awards for work performance, being fair, respecting and including, completing work facilities, developing potential, giving punishment, providing an opportunity to participate in training that can accelerate the career of a related device. |
