Abstract: Penelitian ini bertujuan untuk menganalisis efektifitas Peran Satuan Polisi Pamong Praja dalam penyelenggaraan ketentraman dan ketertiban umum tentang implementasi penerapan peraturan dan undang-undang. Penelitian ini termasuk penelitian yuridis normatif menggunakan pendekatan yang dilakukan berdasarkan bahan hukum utama dengan cara menelaah teori-teori, konsep-konsep, asas-asas, hukum serta peraturan perundang-undangan yang berhubungan dengan penelitian ini, atau dapat juga disebut dimana hukum dikonsepkan sebagai apa yang tertulis dalam peraturan perundang-undangan (Law In Books) atau hukum dikonsepkan sebagai kaidah atau norma yang merupakan patokan berperilaku manusia. Hasil penelitian menunjukan bahwa peran Satuan Polisi Pamong Praja dalam penyelenggaraan ketentraman dan ketertiban umum di wilayah Kecamatan Medan Baru masih banyak terkendala baik dari faktor internal dan eksternal dimana faktor internal terkait sumber daya manusia, sarana dan prasarana dan lainnya, dan faktor eksternal masih kurangnya peran masyarakat terkait tingkat kepatuhan aturan, serta faktor ekonomi masyarakat, sehingga upaya-upaya yang dilakukan pemerintah melalui Satuan Polisi Pamong Praja menjadi polemik, dimana pemerintah juga harus memikirkan kelangsungan hidup masyarakat disatu sisi peraturan juga harus ditegakan, sehingga tak jarang penertiban yang dilakukan mendapat perlawanan, sehingga seharusnya disamping pelaksanaan penertiban ataupun penegakan peraturan ada solusi yang harus dilakukan sebagai upaya-upaya dalam mengayomi masyarakat. This study aims to analyze the effectiveness of the role of the Civil Service Police Unit in the implementation of peace and public order regarding the implementation of regulations and laws. This research includes normative juridical research using an approach that is carried out based on the main legal material by examining theories, concepts, principles, laws and regulations related to this research, or it can also be called where the law is conceptualized as what is written in laws and regulations (Law In Books) or the law is conceptualized as a rule or norm that is a benchmark for human behavior. The results showed that the role of the Civil Service Police Unit in the implementation of peace and public order in the Medan Baru District area is still constrained by both internal and external factors where internal factors related to human resources, facilities and infrastructure and others, and external factors are still lacking community roles related to the level of compliance with the rules, as well as community economic factors, so that the efforts made by the government through the Civil Service Police Unit become polemics, where the government must also think about the survival of the community on the one hand, regulations must also be enforced, so that not infrequently the discipline carried out is met with resistance, so that in addition to the implementation of discipline or enforcement of regulations there are solutions that must be done as efforts to protect the community.
