Abstract: Ibadah haji salah satu rukun Islam dan ibadah tahunan yang dilaksanakan kaum muslim sedunia yang memiliki istito’ah/kemampuan (material, fisik dan keilmuan) dengan berkunjung dan melaksanakan beberapa kegiatan ibadah di beberapa tempat di Arab Saudi atau sering kita dengaridengan nama musim haji atau bulan Zulhijah. Permasalahan haji yang dihadapi saat ini, ditambah lagi permasalahan yang muncul di masa pandemi covid ditangani dengan sistem pelimpahan porsi haji yang menjadi tolak ukur kinerja pada Kantor Wilayah Kementerian Agama Provinsi Sumatera Utara. Penelitian ini dilakukan dengan menggunakan metode penelitian kualitatif. Prosedur yang digunakan dalam pengumpulan data adalah observasi, wawancara dan dokumentasi. Informan dalam penelitian ini berjumlah 9 orang. Teknik analisis data digunakan pada penelitian ini adalah model analisis data Miles, Huberman dan Saldana. Hasil penelitian menunjukkan bahwa kinerja birokrasi pelayanan administrasi pelimpahan porsi jemaah haji reguler di Kantor Wilayah Kementerian Agama Provinsi Sumatera Utara sudah memenuhi standarpelayanan yang sesuai dengan teori kinerja oleh Pollit & Bouckaert yang digunakan dalam penelitian ini. Untuk menyempurkan dan meningkatkan kinerja birokrasi pelayanan administrasi pelimpahan porsi jemaah haji reguler di Kantor Wilayah Kementerian Agama Provinsi Sumatera Utara, peneliti menyarankan untuk melakukan evaluasi terkaitlokasi dan waktu yang sering menjadi kendala bagi calon jemaah di luar kota Medan. Hajj is one of the pillars ofiIslam and an annual worship carried out by Muslims around the world who have the istito'ah/ability (material ,physical and scientific) to visit and carry out several worship activities in several places in Saudi Arabiaor weoften hear by the name ofithe season ofiHajj or the month ofiZulhijah. The current Hajj problems, coupled with the problems that arose during the Covid-19 pandemic were handled by a system for delegating the portion of the Hajj which has becomea benchmark for performance the Regional Office ofithe Ministry of Religion ofNorth Sumatra Province. This research was conducted using qualitative research methods. The procedures used in data collection are observation ,interviews and documentation. Informants in this study amounted to 9 people. The data analysis technique used in this study is the data analysis model ofiMiles, Huberman and Saldana. The results showed that the performance ofithe administrative service bureaucracy for the delegation of portions of regular pilgrims at the Regional Office ofithe Ministry of Religion of North Sumatra Province had met the service standardsin accordance with the performance theory by Pollit & Bouckaert used in this study. To perfect and improve the bureaucratic performance of administrative services forthe delegation of portions of regular pilgrims at the Regional Office ofithe Ministry of Religion of North Sumatra Province researchers suggest conducting an evaluation related to location and time which are often obstacles for prospective pilgrims outside the city of Medan
