Abstract: | Kebutuhan atas pelayanan Keimigrasian di masa pandemi Covid-19 mendorong Imigrasi menyediakan pelayanan izin tinggal orang asing secara online melalui Izin Tinggal Online (IT Online). Perintah implementasi IT Online disampaikan Direktorat Jenderal Imigrasi kepada Kantor Wilayah Kementerian Hukum dan HAM dan Unit Pelaksana Teknis Imigrasi di seluruh Indonesia. Observasi awal lapangan di Kantor Imigrasi Kelas I Khusus Medan menunjukkan aplikasi IT Online belum bisa digunakan secara efektif dan efisien dan jumlah permohonannya terbilang kecil. Penelitian ini bertujuan mengkaji Implementasi Surat Direktur Jenderal Imigrasi Nomor IMI.3-UM.01.01-1192 Tahun 2020 Tentang Aplikasi Izin Tinggal Online (IT Online) di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan. Jenis penelitian ini adalah deskriptif kualitatif. Teori Edwards III menjadi pedoman analisis dengan teori Miles, Huberman dan Saldana sebagai teknik analisis. Sumber data primer dan sekunder digunakan untuk penelitian ini dan teknik purposive sampling diterapkan untuk menentukan informan penelitian. Hasil penelitian menunjukkan implementasi IT Online di masa pandemi Covid-19 pada Kantor Imigrasi Kelas I Khusus Medan telah dilaksanakan namun masih belum optimal berdasarkan indikator-indikator teori Edwards III yaitu: a) komunikasi perintah kebijakan telah ditransmisikan secara jelas kepada pelaksana namun intensitasnya kurang konsisten dan sosialisasi ke masyarakat belum intensif; b) sejumlah sumber daya implementasi IT online tersedia namun kurang maksimal; c) disposisi pelaksana mendukung implementasi IT Online; dan d) struktur birokrasi, IT Online belum memiliki SOP tersendiri dan fragmentasi internal dan eksternal tergolong minim. Faktor-faktor pendukung implementasi IT Online ialah SDM memadai serta fasilitas yang menunjang pelayanan izin tinggal sedangkan faktor penghambatnya ialah kondisi aplikasi belum handal dan perlu pengembangan lebih lanjut, standar dan sasaran kebijakan cenderung samar, keuntungan relatif yang kecil, sosialisasi belum intens, dan dukungan masyarakat masih rendah. Saran kepada Direktorat Jenderal Imigrasi dan Kantor Imigrasi Kelas Kelas I Khusus Medan ialah hendaknya meningkatkan kualitas aplikasi IT Online agar bisa memberikan ragam manfaat bagi pemohon izin tinggal dengan memaksimalkan anggaran IT Online maupun berkolaborasi dengan pihak eksternal serta memperbanyak sosialisasi IT Online agar dapat lebih menjangkau masyarakat luas. The need for immigration services during pandemic Covid-19 had encouraged Immigration to provide online-based service such as Izin Tinggal Online (IT Online). The implementation order of IT Online was conveyed by the Directorate General of Immigration to all Ministry of Law and Human Rights Regional Offices and the Immigration Technical Implementation Units throughout Indonesia. Preliminary field observation at Medan Special Class I Immigration Office showed that IT Online had not been used expeditiously and efficaciously and the number of applications was relatively small. The purpose of this research was to study the implementation of Circular Letter of Directorate General of Immigration Number IMI.3-UM.01.01-1192 year of 2020 about IT Online during pandemic Covid-19 in Special Class I Medan Immigration Office. The research type was descriptive with qualitative method. It used the theory of Edwards III and theory of Miles, Huberman and Saldana. The research data resources were primary and secondary data. Purposive sampling technique was applied to determine the informants. The results showed the implementation of IT Online during pandemic Covid-19 at Special Class I Medan Immigration Office had been implemented but it was not optimal as it was assessed by using Edwards III theory as follows: a) The policy of IT Online had been communicated clearly to the implementers but the intensity was inconsistent and its socialization was not intensive; b) The required resources for IT Online implementation had been available but they were insufficient; c) Implementers disposition portrayed their willingness to carry out IT Online implementation; d) Bureaucratic Structure depicted the absence of Standard Operating Procedures of IT Online and the internal and external fragmentation was minimal. The supporting factors were adequate human resources and facilities that bolster stay permit services. The obstacles in implementing IT Online were: the app unsatisfactory performance, undefined policy standard and objectives, less intensive socialization, and low community support. Thus, suggestions might be proposed to Directorate General of Immigration and Special Class I Medan Immigration Office are: (1) to advance IT Online by maximizing the budget and/or collaborating with other parties for further development of the app, and (2) to intensify the socialization of IT Online in order to make more people get to know IT Online. Increasing the socialization of IT Online can arouse public interest and willingness to support the use of the app. |
