Abstract: Penelitian ini dilatar belakangi oleh Kualitas pelayanan publik yang belum terlaksana dengan baik sehingga menyebabkan buruknya penyelenggaraan pelayanan publik yang menjadi keharusan pemerintah melakukan perbaikan dalam pelayanan publik, salah satunya yaitu banyaknya fasilitas yang harus direnovasi dan kurangnya tenaga Sumber Daya Manusia di Rumah Sakit Umum Daerah (RSUD) Dr. Tengku Mansyur Kota Tanjung balai. Adapun Tujuan penelitian ini yaitu Untuk Mengetahui Kualitas Pelayanan Instalasi Gawat Darurat (IGD) dan Rawat Inap (Kelas III) di Rumah Sakit Umum Daerah (RSUD) Dr. Tengku Mansyur Kota Tanjungbalai dan Untuk mengetahui faktor-faktor apa saja yang menjadi penghambat dalam Pelayanan Instalasi Gawat Darurat (IGD) dan Rawat Inap (Kelas III) di Rumah Sakit Umum Daerah (RSUD) Dr. Tengku Mansyur Kota Tanjungbalai. Adapun metode penelitian ini dengan menggunakan pendekatan kualitatif dengan jenis deskriptif. Hasil penelitian ini menunjukkan bahwa berdasarkan PERMENPAN Nomor: PER/ 19/ M.PAN/ 04/ 2021 seperti jenis pelayanan, prosedur pelayanan, waktu penyelesaian, biaya pelayanan, serta sarana dan prasarana sudah berjalan namun belum maksimal. Hal ini berdasarkan hasil observasi melalui sesi wawancara dan dokumentasi yang dilakukan oleh peneliti kepada beberapa informan, adanya beberapa faktor penghambat kualitas pelayanan yang didapatkan, seperti dibutuhkannya penambahan tenaga manusia (SDM) serta perbaikan sarana rumah sakit yang belum maksimal di Rumah Sakit Umum Daerah (RSUD) Dr. Tengku Mansyur Kota Tanjungbalai. This research is motivated by the quality of public services that have not been implemented properly, causing poor public service delivery which is a necessity for the government to make improvements in public services, one of which is the number of facilities that must be renovated and the lack of human resources at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjung City hall. The purpose of this study is to determine the quality of services for the Emergency Room (IGD) and Inpatient Care (Class III) at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City and to find out what factors are inhibiting the Emergency Installation (IGD) and Inpatient (Class III) Services at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City. The research method uses a qualitative approach with a descriptive type. The results of this study show that based on PERMENPAN Number: PER/ 19/ M.PAN/ 04/ 2021 such as the type of service, service procedures, completion time, service costs, and facilities and infrastructure have been running but not maximized. This is based on observations through interview sessions and documentation conducted by researchers to several informants, there are several factors inhibiting the quality of services obtained, such as the need for additional human resources (HR) and improvement of hospital facilities that have not been maximized at the Regional General Hospital (RSUD) Dr. Tengku Mansyur Tanjungbalai City.
