Analisis Perbandingan Implementasi Prinsip Good Corporate Governance (GCG) Sebelum dan Sesudah Pandemi Corona Virus Disease 2019 (Covid-19) pada Badan Usaha Milik Negara Studi PT. Perkebunan Nusantara IV

Abstract

Sejak awal tahun 2020 ketika The World Health Organization menetapkan penyakit baru yang dikenal dengan Corona Virus Disease 2019 (Covid-19), hampir semua pihak terdampak oleh penyakit ini. Selain itu ini tidak hanya berdampak pada kesehatan masyarakat, tetapi juga memengaruhi kondisi pendidikan, kehidupan sosial, dan bahkan sektor perekonomian di Indonesia. Salah satu sektor perekonomian yang terdampak adalah Badan Usaha Milik Negara (BUMN) yaiu sebagai pelaku ekonomi utama dalam perekonomian nasional. Oleh karena itu sebagai parameter dan indikator utama dalam tolak ukur dari perusahaan tersebut, apakah perusahaan tersebut telah berjalan dengan baik atau belum maka diterapkan lah suatu prinsip yaitu Prinsip Good Corporate Governance. Sehingga oleh karena prinsip Good Corporate Governance merupakan salah satu hal terpenting dalam Badan Usaha Milik Negara (BUMN) maka dibuatlah analisis perbandingan untuk membandingan prinsip Good Corporate Governance sebelum dan sesudah pandemi Corona Virus Disease (Covid-19) sebagai pelaku ekonomi yang terdampak pada pandemi ini. Dan juga untuk memastikan apakah BUMN PT. Perkebunan Nusantara IV telah menerapkan prinsip Good Corporate Governance (GCG) sesuai dengan ketentuan dari pengaturan hukum yang berlaku. Penelitian ini menggunakan metode yuridis normatif. Teknik pengumpulan data menggunakan teknik Library Research, Interview dan Field Research dengan mengambil latar belakang di PT. Perkebunan Nusantara IV. Dan dengan menggunakan metode pengambilan data secara kualitatif. PT. Perkebunan Nusantara IV menggunakan pengaturan hukum yang berlaku di Indonesia sesuai dengan ketentuan pada Peraturan Menteri Negara BUMN Nomor PER-01/MBU/2011 tanggal 01 Agustus 2011 tentang Penerapan Tata Kelola Perusahaan yang Baik pada Badan Usaha Milik Negara, serta perubahannya melalui Peraturan Menteri Negara BUMN No. 01/MBU/2012 tanggal 06 Juli 2012. In the early 2020 when The World Health Organization agree to the new disease called The Corona Virus Disease 2019 (Covid-19), almost every part of country get affected by its disease. It is affects every social background, education condition, public health and even the economy sector. One of the economy sector that is get affected is A State-Owned Enterprise (SOE) as the main actor in the national economy. Therefore, to know whether the enterprise has been run well or not, there is a principle that need to be implement called the Good Corporate Governance Principle. The comparative analysis is being implemented as the most important indicator and parameter in a state-owned enterprise which is one that got affected by the Pandemic of Corona Virus Disease 2019 (Covid-19), beside that The Comparative Analysis of Good Corporate Governance Principle Implementation in A State-Owned Enterprise (SOE) Before and After The Pandemic is being made to ensure whether A State-Owned Enterprise (SOE) has implemented the good corporate governance principle according to the legal regulation in Indonesia. This research is used the normative-juridical method. The data is collected by interviewing, field researching and library researching in the PT. Perkebunan Nusantara IV by using the qualitative method. PT. Perkebunan Nusantara IV is applying the law regulation in Indonesia according to Peraturan Menteri Negara BUMN Number PER-01/MBU/2011 on August 11st , 2011 about The Implementation of Good Corporate Governance Principle in A State-Owned Enterprise (SOE), as well as the changes through Peraturan Menteri Negara BUMN Number 01/MBU/2012 on July 6th, 2012.
