dc.description.abstractPenelitian inixbertujuan mengetahui dan menganalisis kinerja birokrasi dalam mempersiapkan bahanxadministrasi pembuatanxdaftar urutxkepangkatanxdan analisis jabatan Sekretariat DPR Kota Langsa dan mengetahuixfaktor-faktorxyang mendukungxdan menghambatxkinerja birokrasi dalam mempersiapkan bahan administrasi pembuatan daftar urut kepangkatan dan analisis jabatan Sekretariat DPR Kota Langsa. Teori-teorixyang digunakanxdalam topik penelitianxyaituxteori kinerja, xbirokrasi, administrasi, daftar urut kepangkatan, analisis jabatan. xMetode yangxdigunakan adalahxmetode kualitatifxdengan pendekatanxinduktif. Informan penelitianxadalah para pegawai dan atasan pada lingkungan Sekretariat DPRK Langsa. Teknikxpengumpulan dataxmeliputi wawancara, xobervasi, xdan dokumentasi. xPenelitian inixdilaksanakan dixKantor Sekretariat DPRK Langsa pada bulan Oktober 2022 – September 2022. Penelitian ini memakai metode pengumpulan data, dataxreduction, penyajianxdata, danxpenarikanxkesimpulan. Informan diperoleh dengan menggunakan meotde purposive sampling. Hasilxpenelitian diketahuixada 5 tahapan dalam mengetahui kinerja birokrasi dalam mempersiapkanxbahan administrasixpembuatan daftarxurutxkepangkatan danxanalisis jabatanxprogram dan keuangan Sekretariat DPRK Langsa terdiri dari (1) Produktivitas ditemukan ketidaksesuaian antara struktur peta jabatan Sekretariat DPRK Langsa denganxAnalisis Jabatanxdan AnalisisxBebanxKerja, (2) Responsivitas ditemukan ditemukan dokumen Analisis Jabatan Sekretariat DPRK Langsa terakhir kali dibuat pada tahun 2018 yaang tidak sesuai dengan Struktur Organisasi, (3) Kualitas Layanan diketahui bahwa tidak ada permasalahan dan terhitung baik, (4) Responsibilitas diketahui bahwasanya kepalaxSubxBagian AdministrasixUmum danxKepegawaian belum mengetahui tugasxpokok dan fungsi jabatan sebelum menjabat dan setelah menjabat, (5) Akuntabilitas diketahuixpada SubxBagian Administrasi UmumxdanxKepegawaian belum bisa memenuhi kriteria akuntabilitas seperti berorientasi hasil dan memperbaiki kerja. This study aims to identify and analyze the performance of the bureaucracy in preparing administrative materials for making order rank and position analysis of the Langsa City DPR Secretariat and to find out the factors that support and hinder the performance of the bureaucracy in preparing administrative materials for making rank order lists and position analysis of the Langsa City DPR Secretariat. The theories used in the research topic are performance theory, bureaucracy, administration, ranking list, job analysis. The method used is qualitative method with inductive approach. The research informants were employees and superiors at the Langsa DPRK Secretariat. Techniques for collecting data include interviews, observations, and documentation. This research was carried out at the Langsa DPRK Secretariat Office in October 2022 – September 2022. This research used the methods of data collection, data reduction, presentation data, and drawing conclusions. Informants were obtained using purposive sampling method. The results of the study found that there were 5 stages in determining the performance of the bureaucracy in preparing administrative materials, making lists, rankings and position analysis, programs and finances of the DPRK Langsa Secretariat, consisting of (1) Productivity found a discrepancy between the position map structure of the DPRK Langsa Secretariat and Job Analysis and Workload Analysis, (2) Responsiveness was found. last made in 2018 which is not in accordance with the Organizational Structure, (3) Service Quality is known that there are no problems and is considered good, (4) Responsibility is known that the head of Sub Administration General and Performance does not know the main duties and functions of the position before taking office and after taking office, (5 ) Accountability is known in the General Administration Section and Staffing has not been able to meet accountability criteria such as being result oriented and improving work.en_US
