dc.description.abstract | Permasalahan Inpres No. 12 Tahun 2016 tentang Gerakan Nasional Revolusi Mental belum sepenuhnya berhasil diimplementasikan disebabkan masih kurangnya etos kerja ASN, serta masih sarat dengan pelayanan yang kurang berintegritas dan masih banyak dijumpai unsur KKN. Rumusanimasalah dalam penelitian ini adalah bagaimanai implementasi Instruksi Presiden No. 12 Tahun 2016 tentang Gerakan Nasional Revolusi Mental pada Badan Kesatuan Bangsa dan Politik Provinsi Sumatera Utara serta faktor kendala yang dihadapi. Metodeipenelitian yang digunakan adalah metode kualitatif, dan teknik analisis data menggunakan kualitatif. Pengumpulanidata diperoleh dari observasi, wawancara dan dokumentasi, dengan teknik analisa data 1. Pengumpulan Data, 2. Reduksi Data, 3. Pengolahan Data dan 4. Penyimpulan; dengan informan : 1. Kepala Badan Kesbangpol Pemprov Sumut, Kepala Bidang Bina Ideologi, Wasbang, dan Karakter Bangsa berikut Kasubid. Hasilipenelitian mengacu pada teoriiEdward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian bahwa implementasi Instruksi Presiden No. 12 Tahun 2016 tentang Gerakan Nasional Revolusi Mental dari segi komunikasi dan sumber daya belum berjalan dengan baik. Dari segi komunikasi, berjalannya komunikasi masih kurang lancar terutama dengan pihak eksternal. Dari segi sumberdaya, pegawai Badan Kesbangpol Sumut kurang memiliki etos kerja. Dari segi disposisi dan struktur birokrasi implementasi Instruksi Presiden No. 12 Tahun 2016 tentang Gerakan Nasional Revolusi Mental sudah berjalan dengan baik. Kendala yang dihadapi instansi dalam implementasi GNRM adalah keterlambatan penyediaan dana yang sering menghambat pelaksanaan kegiatan sehubungan dengan implementasi kebijakan revolusi mental, serta kurangnya anggaran di kabupaten/kota. Direkomendasikan bahwa Badan Kesbangpol Sumut sebaiknya dilakukan penyediaan dana lebih awal di awal tahun dan meningkatkan inovasi agar meningkatkan etos kerja ASN Badan Kesbangpol Provinsi Suamtera Utara sehingga pembentukan GNRM dalam segera terlaksana 100 % di seluruh kabupaten dan kota di Sumatera Utara. Issues with Presidential Instruction No. 12 of 2016 concerning the National Movement for Mental Revolution has not been fully implemented due to the lack of ASN work ethic, and is still laden with services lacking integrity and there are still many elements of KKN. The formulation of the problem in this research is how to implement Presidential Instruction No. 12 of 2016 concerning the National Mental Revolution Movement in the National Unity and Political Body of North Sumatra Province and the obstacles it faces. The research method used is a qualitative method, and data analysis techniques use qualitative. Data collection was obtained from observation, interviews and documentation, with data analysis techniques 1. Data Collection, 2. Data Reduction, 3. Data Processing and 4. Conclusion; with informants: 1. Head of the North Sumatra Provincial Government Kesbangpol Agency, Head of the Development of Ideology, Wasbang, and National Character along with Head of sub-department. The research results refer to Edward III's theory with indicators of communication, resources, disposition and bureaucratic structure. The result of the research is that the implementation of Presidential Instruction No. 12 of 2016 concerning the National Mental Revolution Movement in terms of communication and resources has not gone well. In terms of communication, communication is still not smooth, especially with external parties. In terms of resources, North Sumatra Kesbangpol Agency employees lack a work ethic. In terms of the disposition and bureaucratic structure of the implementation of Presidential Instruction No. 12 of 2016 concerning the National Movement for the Mental Revolution has been going well. Obstacles faced by agencies in implementing GNRM are delays in providing funds which often hinder the implementation of activities related to the implementation of the mental revolution policy, as well as the lack of budgets in districts/cities. It is recommended that the North Sumatra Kesbangpol Agency should provide funds earlier in the year and increase innovation in order to improve the work ethic of ASN of the North Sumatra Province Kesbangpol Agency so that the formation of GNRM is immediately implemented 100% in all districts and cities in North Sumatra. | en_US |
