Implementasi Peraturan Menteri Dalam Negeri Nomor 70 Tahun 2019 Tentang Sistem Informasi Pemerintahan Daerah pada Badan Pengelolaan Keuangan Daerah di Kabupaten Aceh Tenggara

Abstract

Tesis ini adalah hasil penelitian kualitatif yang berjudul Implementasi Peraturan Menteri Dalam Negeri Nomor 70 Tahun 2019 tentang Sistem Informasi Pemerintahan Daerah pada Badan Pengelolaan Keuangan Daerah di Kabupaten Aceh Tenggara. Untuk menganalisis bagaimana implementasi dan faktor-faktor yang menghambat Implementasi Peraturan Menteri Dalam Negeri Nomor 70 Tahun 2019 tentang Sistem Informasi Pemerintahan Daerah pada Badan Pengelolaan Keuangan Daerah di Kabupaten Aceh Tenggara. Berdasarkan penelitian yang dilakukan melalui analisis kualitatif terhadap data penelitian yang dihimpun melalui observasi dan wawancara bersama informan utama, informan kunci, dan informan tambahan, diperoleh hasil penelitian yang menunjukkan terdapat bentuk-bentuk implementasi yang belum sesuai dengan Peraturan Menteri Dalam Negeri Nomor 70 Tahun 2019 tentang Sistem Informasi Pemerintahan Daerah. Seperti halnya indikator komunikasi yang belum berjalan maksimal dalam konteks transmisi, kejelasan, dan konsistensi. Pada indikator sumber daya yang meliputi aspek sumber daya manusia, informasi, kewenangan, dan fasilitas juga masih belum baik. Pada indikator disposisi dan sikap yang meliputi aspek efek disposisi, staffing, dan insentif belum berjalan sebagaimana mestinya. Demikian halnya dengan indikator Struktur Birokrasi yang terdiri atas aspek Standar Operasional Prosedur dan Struktur Birokrasi juga belum terlaksana sebagaimana mestinya. Sejalan dengan kesimpulan di atas, disarankan kepada Pemerintah Kabupaten Aceh Tenggara, khususnya Kepala Badan Pengelolaan Keuangan Daerah (BPKD) Kabupaten Aceh Tenggara untuk meningkatkan kompetensi sumber daya manusia penginput SIPD dan perlengkapan yang digunakan. This thesis is the result of qualitative research entitled Implementation of Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Regional Financial Management Agency in Southeast Aceh Regency. To analyze how the implementation and factors that hinder the implementation of the Minister of Home Affairs Regulation Number 70 of 2019 concerning Regional Government Information Systems at the Regional Financial Management Agency in Southeast Aceh Regency. Based on research conducted through qualitative analysis of research data collected through observation and interviews with the main informant, key informants, and additional informants, research results were obtained that showed that there were forms of implementation that were not in accordance with the Regulation of the Minister of Home Affairs Number 70 of 2019 concerning Regional Government Information Systems. Just as communication indicators have not worked optimally in the context of transmission, clarity, and consistency. The resource indicators which include aspects of human resources, information, authority, and facilities are also still not good. Disposition and attitude indicators that include aspects of disposition, staffing, and incentive effects have not worked as they should. Likewise, the Bureaucratic Structure indicators consisting of aspects of Standard Operating Procedures and Bureaucratic Structures have also not been implemented as they should be. In line with the conclusions above, it is recommended to the Southeast Aceh Regency Government, especially the Head of the Regional Financial Management Agency (BPKD) of Southeast Aceh Regency to improve the competence of SIPD inputting human resources and the equipment used.
