Abstract: Kerja sama Bea Cukai dan Karantina dilakukan secara bertahap di pelabuhanpelabuhan utama melalui Keputusan Dirjen Bea dan Cukai Nomor KEP- 216/BC/2020 tentang Penerapan Secara Penuh (mandatory) Single Submission – Joint Inspection Bea Cukai dan Karantina di Pelabuhan Belawan tanggal 21 September 2020 sampai dengan saat ini. Pelaku Usaha (Importir/Eksportir/PPJK) mendapatkan kemudahan dengan hanya satu kali submit Permohonan Impor melalui sistem Indonesia National Single Windows (INSW). Sistem INSW melakukan validasi data dan mengirimkan Pelaporan pemeriksaan karantina ke Badan Karantin, dan Data PIB dikirimkan ke DJBC. Berjalan selama kurang lebih tiga tahun, secara umum penerapan Single Submission secara Joint Inspection ini masih ditemukan adanya kendala saat eksekusinya di lapangan sehingga berpotensi menyebabkan kepuasan pengguna jasa kembali menurun. Penelitian ini menggunakan Metode kualitatif deskriptif dengan pengumpulan data dilakukan melalui observasi, wawancara, dokumentasi dan teknik analisa data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menjelaskan Pelayanan Pemeriksaan Fisik Barang Impor Dengan Penerapan Single Submission (SSM) Kepabeanan dan Karantina Melalui Joint Inspection pada Kantor Pengawasan Dan Pelayanan Bea Dan Cukai Tipe Madya Pabean Belawan, Sumatera Utara masih ditemukan adanya kendala saat eksekusinya di lapangan. Beberapa hal perlu dilakukan perbaikan sebagai bagian dari proses adaptasi. Hal ini mencakup peningkatan infrastruktur pelabuhan Belawan yang harus semakin disempurnakan baik fisik dan non-fisik, termasuk kestabilan koneksi serta keamanan jaringan harus terus dijaga dan ditingkatkan karena layanan SSm-Joint Inspection ini erat kaitannya dengan kemampuan pengembangan teknologi informasi dan artificial intelligent. Customs and Quarantine cooperation is carried out in stages at main ports through the Director General of Customs and Excise Decree No. KEP- 216/BC/2020 concerning Mandatory Single Submission – Joint Inspection of Customs and Excise at Belawan Port on 21 September 2020 up to now. Business actors (Importers/Exporters/PPJK) get convenience by only submitting an Import Application once through the Indonesian National Single Windows (INSW) system. The INSW system validates data and sends quarantine inspection reports to the Quarantine Agency, and PIB data is sent to DGCE. Running for approximately three years, in general the implementation of Single Submission under Joint Inspection is still found to have problems during execution in the field so that it has the potential to cause service user satisfaction to decline again. This study uses a descriptive qualitative method with data collection carried out through observation, interviews, documentation and data analysis techniques used are data collection, data reduction, data presentation, and drawing conclusions. The results of the study explain that the Physical Inspection Service for Imported Goods with the Implementation of Customs Single Submission (SSM) and Quarantine Through Joint Inspection at the Customs and Excise Supervision and Service Office for Middle Type Belawan Customs, North Sumatra still found obstacles during execution in the field. Several things need to be improved as part of the adaptation process. This includes improving Belawan port infrastructure which must be further refined both physically and non-physically, including connection stability and network security which must be maintained and improved because the SSm-Joint Inspection service is closely related to the ability to develop information technology and artificial intelligence.
