Analisis Kinerja Aparatur Desa Dalam Penyelenggaraan Pemerintahan Desa Pada Desa Sugiharjo Kecamatan Batang Kuis Kabupaten Deli Serdang

Abstract

Aparatur Desa Sugiharjo kesulitan memahami tanggung jawab mereka karena pada umumnya tingkat pendidikan aparatur Desa Sugiharjo yaitu hanya Sekolah Menengah Pertama (SMP). Kurang kompetennya aparatur Desa Sugiharjo berpengaruh pada capaian kinerja dan ini mengakibatkan penyelesaian pelayanan administrasi desa melebihi batas waktu yang ditentukan yaitu 2 (dua) hari kerja ini terjadi karena aparatur Desa Sugiharjo yang sering datang terlambat. Maka rumusan masalah dalam penelitian ini adalah bagaiamanakah kinerja aparatur Desa Sugiharjo dan faktor apa saja yang menghambat kinerja aparatur Desa Sugiharjo. Metode yang digunakan dalam penelitian ini deskriptifxdengan pendekatan kualitatif yang fokus pada proses deskripsi analisis. Pengumpulan data diperoleh dengan cara observasi, wawancara, data/ dokumen dan triangulasi. Dengan hasil penelitian mengacu pada teori Anwar Prabu Mangkunegara (2019:67) yaitu kualitas kerja aparatur Desa Sugiharjo diukur melalui ketepatan, ketelitian, keterampilan, dan keberhasilan kerja belum optimal dalam hal menyelesaikan pekerjaannya, penempatan aparatur desa yang tidak sesuai dengan bidang pekerjaannya dan banyaknya aparatur desa yang bekerja di atas usia produktif. Kuantitas kerja aparatur Desa Sugiharjo dilihat dari banyaknya hasil kerja sesuai dengan waktu kerja yang ada dinilai belum baik karena penyelesaian pelayanan administrasi desa lebih dari 2 hari kerja. Disiplin dalam bekerja yang masih belum optimal sehingga tidak sesuai dengan yang diharapkan masyarakat desa. Inisiatif aparatur Desa Sugiharjo dalam melaksanakan tugasnya sehari-hari masih kurang baik sehingga Tanggung jawab aparatur Desa Sugiharjo dalam melaksanakan tugas-tugasnya masih belum optimal. Sugiharjo Village officials have difficulty understanding their responsibilities because in general the education level of Sugiharjo Village officials is only Junior High School (SMP). The incompetence of the Sugiharjo Village apparatus affected performance achievements and this resulted in the completion of village administration services exceeding the specified time limit, namely 2 (two) working days. This occurred because the Sugiharjo Village apparatus often arrived late. So the formulation of the problem in this study is how is the performance of the Sugiharjo Village apparatus and what factors hinder the performance of the Sugiharjo Village apparatus. The method used in this study is descriptive with a qualitative approach that focuses on the analysis description process. Data collection was obtained by means of observation, interviews, data/documents and triangulation. With the results of the study referring to Anwar Prabu Mangkunegara's theory (2019: 67), namely the quality of work of Sugiharjo Village apparatus is measured through accuracy, thoroughness, skill, and work success that is not optimal in terms of completing work, placement of village apparatus that is not in accordance with the field of work and the number of apparatus villages working above productive age. The quantity of work of the Sugiharjo Village apparatus seen from the amount of work results in accordance with the existing working time is considered not good because the completion of village administration services takes more than 2 working days. Discipline in work that is still not optimal so that it is not in accordance with the expectations of the village community. The initiative of the Sugiharjo Village apparatus in carrying out their daily duties is still not good enough so that the responsibilities of the Sugiharjo Village apparatus in carrying out their duties are still not optimal.
