Abstract: Tenaga Kerja menjadi salah satu faktor pendorong perekonomian dalam proses pembangunan, maka dari itu diperlukan adanya pembangunan dari segi ketenagakerjaan. Dalam pelaksanaan program ini masalah yang ditemukan adalahmasih kurangnya dalam hal proses peningkatan kerja pada BPJS Ketenagakerjaan di Kecamatan tanjung morawa untuk mensosialisikan Program tenaga kerja luar hubungan sehingga masyarakat masih kurang memahami pentingnya BPJS Ketenagakerjaan bagi kehidupan mereka. Tujuan dari penelitian ini adalah: Agar dapat melihat Bagaimana Pengimplementasian Program Jaminan Sosial Bagi Tenaga Kerja Informal di BPJS Ketenagakerjaan Studi Kasus Di Kecamatan Tanjung Morawa dan apa hambatan BPJS Ketenagakerjaan dalam mensosialisasikan Program Tenaga Kerja Luar Hubungan.Dapun teori yang digunakan dalam penelitian ini yaitu menggunakan teori George C. Edwards III, menurut beliau ada 4 variabel yang berperan penting dalam pencapaian keberhasilan Implementasi, yaitu: Komunikasi, Sumber daya, Disposisi, Struktur birokrasi. Metode penelitian yang digunakan dalam penelitian ini adalah metode penelitian secara kualitatif deskriftif. Hasil penelitian menunjukkan bahwa proses pelaksanaan sudah sesuai dengan aturan SOP yang berlaku dan pegawai sudah menjalankan tugas sesuai dengan fungsinya masing-masing. Tetapi masih terdapat beberapa hambatan dalam pelaksanaan yaitu masih kurangnya komunikasi serta kurangnya sarana fasilitas yang disediakan dalam memberikan pelayanan. Manpower is one of the factors driving the economy in the development process, therefore development is needed in terms of employment. In the implementation of this program, the problem found is that there is still a lack of work at BPJS Ketenagakerjaan in Tanjung Morawa District to socialize the external workforce program so that public relations still do not understand the importance of BPJS Ketenagakerjaan for their lives. The purposes of this study are: Researchers want to know how the implementation of the Social Security Program for Informal Workers in the BPJS Employment Case Study in Tanjung Morawa District.And the researcher wants to know what are the obstacles of BPJS Ketenagakerjaan in disseminating the Overseas Workforce Program. The theory used in this research is using the theory of George C. Edwards III, according to him there are 4 variables that play an important role in encouraging implementation, namely: Communication, Resources, Disposition, Structure. The research method used in this research is descriptive qualitative research method. The results of the study indicate that the implementation process is in accordance with the applicable SOP rules and employees have carried out their duties according to their respective functions. But there are still some obstacles, namely the lack of communication and the lack of facilities provided in providing services.
