Abstract: Keberadaan PKL di pinggir jalan kerap menimbulkan masalah baik bagi pemeritah setempat, para pemilik toko, dan pengguna jalan. Tidak sedikit para pemilik toko dan pengguna jalan, merasa terganggu dengan banyaknya PKL. Hal ini disebabkan karena semakin melebamya tempat yang digunakan para PKL untuk menjajakan dagangannya. Tujuan penelitian ini adalah untuk menganalisa peran Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima di Kecamatan Medan Selayang, dan untuk menganalisa kendala yang dihadapi Satuan Polisi Pamong Praja dalam penertiban pedagang kaki lima di Kecamatan Medan Selayang. Informan penelitian dipilih secara purposive sampling. Teknik pengumpulan data yang digunakan melalui wawancara dan observasi. Teknik analisa data yang digunakan penelitian ini adalah teknik analisa data kualitatif. Basil penelitian menunjukkar. bahwa peran Satpol PP Kota Medan belum sepenuhnya dapat menegakkan Pewal No. 9 Tahun 2009 tentang tentang Larangan Penutupan Drainase dan Ruang Manfaat Jalan di Kecamatan Medan Selayang. Satpol PP telah berupaya melakukan berbagai upaya penertiban PKL secara preventif, persuasif, upaya relokasi, serta represif tetapi upaya tersebut belum berhasil. Faktor kendala yang dihadapi Satpol PP Kota Medan dalam penertiban PKL di Kecamatan Medan Selayang adalah: sulitnya menyadarkan PKL tentang pentingnya pinggir jalan bagi kepentingan umum, PKL dapat mendirikan tempat berjualan dengan segera setelah penertiban, kurangnya personil Satpol PP, serta kurangnya sarana dan prasarana. Disarankan Pemerintah Kota Medan perlu menetapkan sanksi yang jelas atas pelanggaran Pewal No. 9 Tahun 2009, yang disertai dengan penerapan sanksi pidana, sehingga sanksi tersebut dapat menimbulkan efek penjeraan bagi pelaku pelanggaran. Pemerintah Kota Medan perlu menambah jumlah personil Satpol PP yang disertai dengan peningkatan sarana dan prasarana sehingga mobilisasi petugas dapat dilakukan pada berbagai tempat dengan cepat. The existence of street vendors often creates problems for both the local government, shop owners, and road users. Not a few shop owners and road users, feel disturbed by the number of street vendors. This is due to the widening of the place used by street vendors to peddle their wares. The purpose of this study was to analyze the role of the Civil Service Police Unit in controlling street vendors in Medan Selayang District, and to analyze the constraints faced by the Civil Service Police Unit in controlling street vendor in Medan Selayang District. Research informants were selected by purposive sampling. Data collection techniques used through interviews and observations. The data analysis technique used in this study is a qualitative data analysis technique. The results showed that the role of the Medan City Civil Service Police was not yet fully able to enforce Pewal No. 9 of 2009 concerning the Prohibitior. of Closing Drainage and Space Benefits of Roads in Medan Selayang District. Civil Service Police has tried to make various efforts to control street vendors in a preventive, persuasive, relocation, and repressive manner but these efforts have not been successful. The obstacles faced by }Jedan City Civil Service Police in controlling street vendors in Medan Selayang Subdistrict were: difficulty in making street vendors av.;are of the importance of roadside for the public interest, street vendors could set up a place to sell immediately after controlling, the lack of Civil Service Police personnel, and the lack of facilities and infrastructure. It is recommended that the Medan City Government need to set clear sanctions for violations of Pewal No. 9 of 2009, which is accompanied by the application of criminal sanctions, so that sanctions can have a deterrent effect for violators. Medan City Government needs to increase the number of Civil Service Police perspnnel accompanied by an increase in facilities and infrastructure so that the mobilization of officers can be done in various places quickly.
