Abstract: Hasil observasi motivasi kerja ASN Sekretariat Daerah Pemerintah Kabupaten Batu Bara masih kurang karena kurangnya tanggung jawab ASN serta kurangnya dorongan semangat kerja. Terdapat beberapa ASN yang kurang disiplin. Rumusan masalah penelitian yaitu 1) bagaimana peranan motivasi dalam meningkatkan produktivitas ASN pada Kantor Bupati Kabupaten Batu Bara? Dan 2) apa sajakah hambatan peranan motivasi dalam meningkatkan produktivitas ASN di Kantor Bupati Kabupaten Batu Bara? Metode yang digunakan metode kualitatif dengan penelitian data deskriptif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukan peran antarpribadi di Sekretariat Daerah Pemerintah Kabupaten Batu Bara sudah baik. Seorang ASN harus mampu mengaktualisasi diri dalam pengembangan sumber daya manusia (SDM) melalui pelatihan dan pendidikan. Pada peranan yang berhubungan dengan informasi di Sekretariat Daerah Pemerintah Kabupaten Batu Bara tergolong rendah. Sebagian ASN mempunyai keterbatasan kapasitas yang dimiliki dengan tidak bisa menggunakan teknologi berbasis online. Maka diperlukan motivasi dalam mengelola SDM. Dan peranan pengambil keputusan di Sekretariat Daerah Pemerintah Kabupaten Batu Bara masih rendah. Dengan disiplin kerja ASN yang tergolong tidak baik. Sehingga perlu adanya peningkatan motivasi agar dapat meningkatkan produktivitas kerja ASN. Saran dalam penelitian ini yaitu perlu adanya upaya yang dilakukan dan berkesinambungan dalam bentuk pelatihan. Adanya pendidikan dan pelatihan mendukung upayaupaya peningkatan kapasitas sumber daya manusia aparatur. Dilakukan sosialisasi yang lebih intensif tentang kewajiban dan larangan ASN yang sesuai dengan Peraturan Pemerintah Nomor 53 Tahun 2010 tentang Disiplin ASN Negeri Sipil. The results of observations on the work motivation of ASN Regional Secretariat of the Batu Bara Regency Government are still lacking due to the lack of ASN responsibilities and lack of motivation for work. There are several ASNs who lack discipline. The formulation of the research problem is 1) what is the role of motivation in increasing ASN productivity at the Batu Bara District Head Office? And 2) what are the obstacles to the role of motivation in increasing ASN productivity at the Batu Bara District Head Office? The method used is qualitative method with descriptive data research. Data collection techniques with observation, interviews and documentation. The results of the study show that interpersonal roles in the Regional Secretariat of the Batu Bara Regency Government are good. An ASN must be able to actualize himself in the development of human resources (HR) through training and education. The role related to information at the Regional Secretariat of the Batu Bara Regency Government is classified as low. Some ASNs have limited capacity by not being able to use online-based technology. Then motivation is needed in managing human resources. And the role of decision makers in the Regional Secretariat of the Batu Bara Regency Government is still low. With ASN work discipline that is classified as not good. So it is necessary to increase motivation in order to increase ASN work productivity. Suggestions in this study are that there is a need for ongoing and ongoing efforts in the form of training. The existence of education and training supports efforts to increase the capacity of the human resources of the apparatus. More intensive outreach was carried out regarding the obligations and prohibitions of ASN in accordance with Government Regulation Number 53 of 2010 concerning Discipline of Civil Servant ASN.
