dc.description.abstractPeran pemerintah daerah yang paling diharapkan terhadap kelembagaan lokal pemerintah yang baik yang mampu membangun kualitas SDM yang terampil dibidang iptek, inovatif terhadap perubahan dan memiliki tanggungjawab sosial yang tinggi. Penelitian ini bertujuan untuk mendeskripsikan mengenai peran kelembagan lokal dalam pembangunan sumber daya manusia. Penelitian ini menggunakan metode deskriptif kualitatif dan terdiri dari informan utama, informan kunci dan informan tambahan, Teknik pengumpulan data penelitian dikumpulkan melalui teknik wawancara, teknik pengamatan atau observasi, teknik dokumentasi. Teori yang digunakan pada penelitian ini terdiri dari peran menurut Soerjono Soekanto, indikator norma dan indikator perilaku. Hasilnya, bahwa peran pemerintah daerah tidak ada kedalam organisasi PPTSB Sumut 1 karena pemerintah daerah, kurang melibatkan anggota PPTSB Sumut 1 dalam kegiatan pemerintahan, serta anggota PPTSB masih tergolong sedikit. The role of local government is most expected of good local government institutions that are able to build quality human resources who are skilled in the field of science and technology, are innovative towards change and have high social responsibility. This study aims to describe the role of local institutional partnerships with local governments in human resource development. This study used a qualitative descriptive method and consisted of key informants, key informants and additional informants. Research data collection techniques were collected through interview techniques, observation techniques or observation, documentation techniques. The theory used in this study consists of roles according to Soerjono Soekanto, indicators of norms and indicators of behavior. The result is that the role of the local government does not exist in the North Sumatra PPTSB 1 organization because the local government does not involve North Sumatra 1 PPTSB members in government activities, and the number of PPTSB members is still relatively small.en_US
