Abstract: Skripsi ini membedah persepsi masyarakat mengenai bangunan bersejarah di Kota Medan. Indonesia telah memiliki Undang-undang (UU) No. 5 tahun 1992 tentang benda cagar budaya, serta regulasi di daerah dalam bentuk Perda nomor 2/2012 tentang pelestarian bangunan atau lingkungan cagar budaya, menggantikan Perda nomor 6/1988. Sayangnya peraturan tersebut belum bisa menjadi pelindung terhadap bangunan-bangunan bernilai sejarah. Jumlah bangunan tua di Medan yang memiliki muatan sejarah perlahan menyusut, seiring derap pembangunan fisik kota atas nama modernisasi. Skripsi ini bermaksud menjawab tentang pentingnya menjaga bangunan sejarah (heritage) untuk tetap ada, termasuk solusi apa yang bisa dilakukan untuk melindunginya. Harus ada regulasi yang kuat dan ketat dalam menjaga bangunan sejarah. Medan bukan hanya sekadar kota, atau pusat pertemuan berbagai bangsa dan kebudayaan, melainkan juga tempat pembaruan budaya. Menurut PBB, situs warisan budaya dan alam adalah milik masyarakat dunia, di manapun situs itu berada. Seluruh orang (masyarakat) di dunia mempunyai kewajiban untuk melindungi dan menjaga situs-situs warisan dunia agar tetap bisa dinikmati dan diketahui sejarahnya. This disertation examines the public perception of historical buildings in Medan City. Indonesia already has Law No. 5 of 1992 on cultural heritage objects, as well as regional regulations in the form of Regional Regulation No. 2/2012 on the preservation of cultural heritage buildings or environments, which replaced Regional Regulation No. 6/1988. Unfortunately, these regulations have not been able to protect buildings that have historical value. The number of old buildings in Medan that have historical value is slowly shrinking, along with the physical development of the city in the name of modernization. This disertation aims to answer about the importance of preserving historical buildings, including what solutions can be done to protect them. There needs to be strong and firm regulations in protecting historic buildings. Medan is not only a city, or a meeting center for various nations and cultures, but also a place of cultural renewal. According to the United Nations, cultural and natural heritage sites belong to the people of the world, wherever they are. All people (communities) in the world have an obligation to protect and maintain world heritage sites so that they can still be enjoyed and know their history.
