Abstract: | Tuj.uan dilakukannya penelitian ini adalah untuk mengetahui bagaimana Implementasi Kebijakan Sistem Informasi Manajemen Kepegawaian (SIMPEG) dan untuk mengetahui faktor yang dapat mendorong dan menghambat Implementasi Kebijakan Sistem Informasi Manajemen Kepegawaian (SIMPEG) di Badan Kepegawaian Daaerah dan Pengembangan Surnber Daya Manusia (BKDPSDM) Kota Medan. Penelitian ini dilakukan pada tahun 2019. Penelitian ini menggunakan pendekatan kualitatif. Penelitian dilakukan di Badan Kepegawaian Daerah dan Pengembangan Sumber Daya Manusia (BKDPSDM) Kota Medan. Kantomya beralamat di Jalan Kapten Maulana Lubis No. 2 Medan, Sumatera Utara. Adapun yang menjadi narasumber /informan dalam penelitian ini adalah Sekretaris BKDPSDM Kota Medan (informan kunci), Kepala Bidang, dan pegawai sebagai user /pengguna kebijakan SIMPEG. Teknik pengumpulan dalam penelitian ini dilakukan dengan menggunakan observasi dan wawancara. Implementasi kebijakan SIMPEG yang dilaksanakan di Badan Kepegawaian Daerah dan Pengembangan Sumber Daya Manusia (BKDPSDM) Kota Medan telah dilakukan dengan cukup baik. Narnun dalam penerapan untuk pelayanan administrasi kepegawaian masih ada kendala yang salah satunya seperti dalam proses pengusulan kenaikan pangkat, berkala masih terkesan mempersulit pegawai. Implementasi kebijakan Menurut Edward III diperoleh faktor yang mendorong keberhasilan impelementasi kebijakan SIMPEG adalah faktor komunikasi. Sementara faktor kendala keberhasilan irnplementasi kebijakan SIMPEG adalah faktor sumber daya, disposisi,. dan struktur birokrasi di Badan Kepegawaian Daerah dan Pengembangan Sumber Daya Manusia Kota Medan. The purpose of this research is to fmd out how the Implementation of the Personnel Management Information System (SIMPEG) policy and to know the factors that can encourage and hinder the implementation of the Personnel Management Information System (SIMPEG) policy in the Regional Civil Service Agency and Human Resource Development (BKDPSDM) Medan City. This research was conducted in 2019. This research uses a qualitative approach. This type of research uses descriptive research. The study was conducted at the Regional Personnel and Human Resources Development Agency (BKDPSDM) Medan City. His office is located at Jalan Kapten Maulana Lubis No. 2 Medan, North Sumatera. The informants I informants in this study were the Secretary of the BKDPSDM Medan City (key informant), the head of the Division I Subdivision and the employee as the user/ user of the SIMPEG policy. Collection techniques in this study were carried out using observation and interviews. The implementation of the SIMPEG policy carried out in the · Regional Personnel Agency and the Development of Human Resources (BKDPSDM) of Medan City has been done quite well. However, in applying for personnel administration services there are still obstacles, one of which is in the process of proposing a promotion, periodically it still seems difficult for employees. Policy Implementation According to Edward III, the factors that drive successful SIMPEG policy implementation are communication factors. While the obstacles to the successful implementation of the SIMPEG policy are the resources, disposition, and bureaucratic structure in the Regional Civil Service Agency and the Medan City Human Resources Development. |
