Abstract: Menganalisis kinerja pegawai berhubungan dengan pencapaian yang akan diukur melalui beberapa indikator pada Bagian Umum Sekretariat Daerah Kabupaten Aceh Timur antara lain beberapa fenomena yang mempengaruhi pencapaian kinerja pegawai di lingkungan Sekretariat Daerah kabupaten Aceh Timur antara lain jarak tempuh pegawai dengan kantor yang jauh, fasilitas angkutan dalam memobilitas aparatur belum memadai walaupun Pemerintah Kabupaten Aceh Timur terus berupaya menambah Armada Bus Pemkab dalam mengangkut aparatur dari tempat asal ke kota Idi, pelaksanaan kegiatan yang menjadi tugas aparatur periode atau pelaksanaannya kad:mg kala cuma satu bulan, triwulan bahkan ada yang tiap bulan yang belum tentu dilaksanakan tiap jam kerja serta data-data pendukung dalam memberikan informasi dan pelayanan yang kadang telat disampaikan sehingga tertundanya pekerjaan yang akan diselesaikan dengan tepat waktu. Perumusan masalah pada penelitian ini adalah bagaimana kinerja pegawai Bagian Umum Sekretariat Daerah Kabupaten Aceh Timur dalam Peningkatan Pelayanan Publik dan apakah hambatan yang dihadapi dalam peningkatan pelayanan publik. Dengan menggunakan pendekatan deskriptif kualitatif, maka tujuan penelitian ini yaitu untuk menganalisis kinerja pegawai Bagian Umum Sekretariat Daerah Kabupaten Aceh Timur dalam Peningkatan Pelayanan Publik. Hasil penelitian mengenai kinerja pegawai Bagian Umum Sekretariat Daerah Kabupaten Aceh Timur dalam peningkatan pelayanan publik berdasarkan indikator kemampuan terlihat cukup baik, indikator motivasi sudah baik, indikator individu sudah baik, serta dilihat dari indikator lingkungan organisasi terlihat kurang baik. Saran yang dapat diberikan melaksanakan pelatihan pegawai baru, emberikan hak cuti, reward, menjaga hubungan baik sesama pegawai dan emberikan apresiasi terhadap prestasi kerja pegawai. Analyzing employee performance related to the achievement that will be measured through several indicators in the General Section of the Secretariat of the District of East Aceh, including several phenomena that affect the achievement of employee performance in the Secretariat of the District of East Aceh, among others, the mileage of employees with distant offices, transportation facilities in mobility apparatus is inadequate although the East Aceh District Government continues to try to add the Regency Government Bus Fleet in transporting the apparatus from the place of origin to the city of Idi, the intplementation of activities that are the tasks of the apparatus period or its implementation is sometimes only one month, quarter there are even some that are not necessarily every month working hours and supporting data in providing information and services that are sometimes delivered late so that the work will be completed on time. The fo rmulation of the problem in this study is how the performance of employees of the General Section of the East Aceh Regency Secretariat in Improving Public ervices and what obstacles are faced in improving public services. By using a qualitative descriptive approach, the purpose of this study is to analyze the performance of employees of the General Section of the Secretariat of East Aceh Regency in Improving Public Services. The results of research on the performance of employees of the General Section of he Regional Secretariat of East Aceh Regency in improving public services based on indicators of ability looks quite good, indicators of motivation are good, ilulividual indicators are good, and viewed from environmental indicators the oraanization looks poor. Suggestions can be given to carry out training of new employees, provide leave rights, rewards, maintain good relations among employees and provide appreciation of employee work performance.
