Abstract: | Dalam rangka efektifitas dan efisiensi penyelenggaraan pelayanan publik, di DPM & PPTSP dengan tujuan untuk meningkatkan kualitas layanan publik yang cepat, mudah dan transparan dalam melaksana.kan tugasnya. Namun dalam pelaksanaannya DPM & PPTSP tidak memiliki tim teknis untuk menentukan suatu izin tersebut sehingga pengurusan IMB memerlukan waktu dan birokrasi yang lama. Maka rumusan masalah dalam penelitian ini adalah bagaimana implementasi kebijakan IMB di DPM & PPTSP? Dan apa sajakah hambatan implementasi kebijakan IMB di DPM & PPTSP? Adapun metode penelitian menggunakan jenis penelitian kualitatif dengan analisis data deskriptif dan instrument pengumpula11 data dilakukan dengan observasi, wawancara dan studi dokumentasi. Hasil penelitian implementasi kebijakan IMB di DPM & PPTSP yang mengacu pada teori Merille S. Grindle adalah lsi kebijakan IMB di DPM & PPTSP sudah berjalan secara efektif di lapangan. Terlaksananya pelaksanaan ketentuan wajib yang memiliki IMB sudah terlihat dengan bangunan yang ada. Proses implementasi IMB di DPM & PPTSP secata umum sudah dilaksanakan namun belum optimal sesuai dengan kualitas pelayanan untuk mencapai kepuasan masyarakat. Di karenakan tidak tepat waktu, dan membuat pelanggaran SOP serta berbelit-belit. Pengambilan keputusan sudah sesuai dengan alur prosedur. Bahwa standar pelayanan perizinan wajib dilaksanakan oleh penyelenggara atau pelaksana dan sebagai acuan da1am peniJaian kinerja pelayanan o1eh pimpinan penyelenggara, aparat pengawasan dan masyarakat dalam penyelenggaraan pelayanan publik. Hambatan dalam penelitian adalah faktor pelayanan, faktor kesadaran masyarakat dan faktor sumber daya manusia. Saran dalam penelitian ini adalah diharapkan kepada DPM & PPTSP dapat mempercepat pelayanan dengan memperbaiki manajemen waktu dalam penyelesaian IMB agar kedepannya lebih tepat waktu mengenai ketepatan waktu pelayanan. Dan pelayan teknis harus berada di DPM & PPTSP. Serta memberikan pelayanan yang cepat dan berkualitas (pelayanan prima). Sosialisasi perizinan perlu di tingkatkan agar masyarakat luas dapat mengetahuinya dan meningkatkan kesadaran akan pentingnya mengurus IMB. Selain itu DPM & PPTSP juga dapat mengelola sllirioef daya iiianusia yang ada dengan pemberian pelatihan dengan menambah jumlah personil yang di tunjuk sebagai Pelaksana Teknis Pelayanan. In the context of the effectiveness and efficiency of public service delivery, in DP M & P PTSP with the aim of improving the quality of public services that are fast, easy and transparent in carrying out their duties. However, in its implementation, DPM & PPTSP do not have a technical team to determine a permit so that the !MB management takes a long time and bureaucracy. So the formulation of the problem in this study is how to implement the lMB policy in DP M & P PTSP? And what are the obstacles to implementing the !MB policy in DPM & PPTSP? The research method uses qualitative research with descriptive data analysis and data collection instruments are carried out by observatio11, interviews and documentation studies. The results of the research on the implementation of the !MB policy in DP M & P PTSP which refers to the theory of Merille S. Grindle is that the contents of the IMB policy in DPM & PPTSP have run effectively in the field. The implementation of the mandatory provisions that have an !MB has been seen with the existing buildings. The process of implementing !MB in DP M & P PTSP has generally been carried out but has not been optimal in accordance with the quality of service to achieve community satisfaction. Due to not being on time, and making SOP violations and convoluted. Decision making is in accordance with the flow of procedures. That the licensing service standards must be implemented by the organizers or implementers and as a reference in the assessment of service peiformance by the leaders of the organizers, supervisory officers and the public in the implementation of public services. Obstacles in research are service factors, public awareness factors and human resource factors. Suggestions in this study are expected to DP M & P PTSP can accelerate services by improving time management in the completion of the !MB so that in the future it is more timely regarding the timeliness of services And technical service must be in DPM & PPTSP. As well as providing fast and quality service (excellent service). Licensing socialization needs to be increased so that the wider community can know about it and increase awareness of the importance of managing IMB. In addition, DP M & P PTSP can also manage existing human resources by providing training by increasing the number of personnel appointed as Service Technical Implementers. |
