Abstract: Penelitian ini dilatarbelakangi fenomena seleksi siswa penerima bantuan PIP belum efektif yang mana terdapat siswa yang mampu namun menerima bantuan PIP serta pengumpulan berkas siswa yang cukup lama. Penelitian ini bertujuan untuk mengetahui Implementasi Peraturan Menteri Pendidikan dan Kebudayaan Nomor 10 Tahun 2020 tentang Program Indonesia Pintar dengan menggunakan teori implementasi yang dikemukakan oleh George Edward III. Metode yang digunakan yaitu metode kualitatif deskriptif dan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi serta proses teknik analisis data melalui tahap pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian ini menunjukkan bahwa Implementasi program PIP sudah cukup baik dapat di lihat dari indikator komunikasi, sumber daya, disposisi, dan struktur birokrasi. Namun di aspek komunikasi masih kurang terkait sosialisasi yang harus diperbaiki karena masih ditemukan siswa yang tidak memahami apa PIP serta orang tua yang belum paham penentuan siswa yang layak menerima PIP dan di aspek disposisi pengelola PIP masih belum teliti dalam hal mendaftarkan siswa yang memang layak menerima PIP. Adapun faktor penghambat kurangnya sosialisasi yang diberikan pihak sekolah kepada siswa dan orang tua sehingga timbul kecemburuan, pengumpulan berkas siswa yang cukup lama, serta tidak tepatnya sasaran penerima bantuan dana PIP. This research is motivated by the phenomenon of the ineffectiveness of the selection of students receiving PIP assistance where there are students who are capable but receive PIP assistance and the collection of student files takes quite a long time. This study aims to determine the Implementation of the Minister of Education and Culture Regulation Number 10 of 2020 concerning the Smart Indonesia Program using the implementation theory put forward by George Edward III. The method used is descriptive qualitative method and data collection techniques through observation, interviews, and documentation as well as the process of data analysis techniques through the stages of data collection, data reduction, data presentation, and drawing conclusions. The results of this study indicate that the implementation of the PIP program is quite good, as can be seen from the indicators of communication, resources, dispositions, and bureaucratic structure. However, in the communication aspect, it is still lacking related to socialization which must be corrected because there are still students who do not understand what PIP is and parents who do not understand determining students who are eligible to receive PIP and in the disposition aspect the PIP manager is still not thorough in terms of registering students who are eligible to receive PIP. As for the inhibiting factors, the lack of socialization provided by the school to students and parents resulted in jealousy, the collection of student files took quite a long time, and the targeting of recipients of PIP funds was not precise.
