dc.description.abstract | Keberadaan gepeng di Kota Medan sangat mengganggu ketertiban umum dan meresahkan masyarakat. Untuk menangani permasalahan sosial tersebut, perlu dilakukan pembinaan yang tepat agar mereka mendapatkan kesejahteraan sosial dan melanjutkan kehidupan dalam lingkungan yang lebih layak. Penelitian ini bertujuan untuk mengetahui implementasi program pembinaan gelandangan dan pengemis di Dinas Sosial Kota Medan dan mengetahui faktor penghambat dalam implementasi program pembinaan gelandangan dan pengemis di Dinas Sosial Kota Medan. Penelitian ini menggunakan teori implementasi menurut George C. Edwards III yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Data-data dikumpulkan melalui observasi, wawancara, dokumentasi, dan dianalisis secara kualitatif. Hasil penelitian ini menunjukkan bahwa implementasi program pembinaan gelandangan dan pengemis di Dinas Sosial Kota Medan sudah berjalan dengan baik namun belum maksimal karena terdapat beberapa hambatan yang dihadapi seperti kurangnya kesadaran gelandangan dan pengemis akan peraturan yang ada, kurangnya team petugas lapangan dalam penertiban gelandangan dan pengemis, dan tidak adanya Rumah Perlindungan Sosial dalam pembinaan gelandangan dan pengemis. The existence of beggars in Medan City is very disturbing to public order and disturbing the community. To deal with these social problems, it is necessary to carry out appropriate training so that they receive social welfare and continue their lives in a more decent environment. This study aims to determine the implementation of the program for fostering homeless and beggars at the Medan City Social Service and to find out the inhibiting factors in implementing the program for fostering homeless and beggars at the Medan City Social Service. This study uses implementation theory according to George C. Edwards III, namely communication, resources, disposition, and bureaucratic structure. The data were collected through observation, interviews, documentation, and were analyzed qualitatively. The results of this study indicate that the implementation of the program for fostering homeless and beggars at the Medan City Social Service has been running well but not optimal because there are several obstacles encountered such as lack of awareness of homeless and beggars of existing regulations, lack of a team of field officers in controlling homeless and beggars, and there is no Social Protection House in fostering homeless and beggars. | en_US |
