Abstract: Kesimpulan 1. Pelaksanaan fungsi pemerintah dalam hal pelayanan kepada masyarakat belum berjalan secara baik, disebabkan aparatur pemerintahan masih menganggap bahwa kedudukan mereka lebih tinggi dari masyarakat, sehingga dalam sistem pelayanan yang diberikan sering kali adanya si kap pamrih serta mengharapkan imbalan. 2. Efektivitas pelayanan kepada masyarakat fuas sangat ditentukan kebijaksanaan pimpinan di lingkungan instansi pemerintahan tersebut, karena pegawai bawahan dalam menentukan sikap pelayanan bersifat apatis dan menunggu petunjuk dari atasan. 3. Pembinaan karier pegawai (sumber daya manusia) dilakukan dengan mengadakan pendidikan dan latihan, disiplin, mutasi, promosi maupun pemberian penghargaan dimana bidang-bidang tersebut harus dapat diterapkan secara tepat dengan waktu yang semaksimal mungkin dan dilakukan secara menyeluruh. Conclusion 1. Implementation of government functions in terms of service to the community not going well, because the government apparatus is still assume that their position is higher than society, so that in the service system provided there is often an attitude self-interest and expect reward. 2. The effectiveness of services to the public is very determined leadership policies within the government agency, because subordinate employees in determining service attitudes are apathetic and waiting for instructions from superiors. 3. Employee career development (human resources) is carried out by conduct education and training, discipline, transfer, promotion as well awarding awards where these fields should be awarded implemented appropriately in the maximum possible time and done thoroughly.
