dc.description.abstractKesimpulan I. Terdapat hubungan yang erat antara pembinaan pegawai dengan efisien dan efektivitas kerja. Hubungan ini dapat diketahui dengan dibinanya pegawai secara berkesinambungan dan terarah akan dapat meningkatkan efisiensi dan efektivitas kerja para pegawai. 2. Pembinaan karier pegawai (sumber daya manusia) dilakukan dengan mengadakan pendidikan dan latihan, disiplin, mutasi, promosi maupun pemberian penghargaan dimana bidang-bidang tersebut harus dapat diterapkan secara tepat dengan waktu yang semaksimal mungkin dan dilakukan secara menyeluruh. 3. Pelaksanaan administrasi kepegawaian dalam hal proses pembinaan karier pegawai pada Dinas Perindustrian, Perdagangan dan Pasar Kabupaten Deli Serdang didasarkan wewenang Bupati sebagai kepala Daerah Kabupaten Deli Serdang. Sedangkan Kepala Dinas Perindustrian, Perdagangan dan Pasar Kabupaten Deli Serdang hanya mengusulkan kepada Bupati tentang keadaan forrnasi kepegawaian yang dibutuhkan sesuai dengan kapasitas kerja yang diemban. Conclusion I. There is a close relationship between employee development and efficiency and work effectiveness. This relationship can be known by the development of employees in a sustainable and directed manner will be able to achieve increase the work efficiency and effectiveness of employees. 2. Employee career development (human resources) is carried out by providing education and training, discipline, transfers, promotions and awarding awards where these fields should be awarded implemented appropriately in the maximum possible time and carried out thoroughly. 3. Implementation of personnel administration in terms of the coaching process employee careers at the Department of Industry, Trade and Markets Deli Serdang Regency is based on the authority of the Regent as head Deli Serdang Regency area.
