dc.description.abstractPelayanan publik pemerintah desa belum mampu memenuhi harapan masyarakat dengan baik. Hal ini dapat terlihat ketidakpuasan masyarakat menerima pelayanan publik di Desa Sampali. Penelitian ini bertujuan untuk mengetahui peranan pemerintah desa dalam meningkatkan kualitas pelayanan publik di Desa Sampali, Kabupaten Deli Serdang, dan mendeskripsikan faktor penghambat Pemerintah Desa dalam memberikan kualitas pelayanan publik kepada masyarakat sesuai Undang-Undang No. 6 Tahun 2014 tentang Desa mampu memberikan perubahan dalam meningkatkan kualitas pelayanan. Teori yang digunakan penelitian ini yaitu teori peranan menurut Suhardono (2016), dengan indikator fasilitator, mobilisator, dan regulator. Adapun metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dokumentasi, triangulasi, dan dianalis secara kualitatif. Hasil penelitian ini dapat dilihat dari aspek fasilitator seperti penyediaan fasilitas, aparat pemerintah desa berusaha memadai walaupun belum maksimal, mobilisitator sudah memberikan informasi kepada masyarakat mengenai syarat-syarat proses pengurusan administrasi, dan regulator yaitu Kepala Desa mengarahkan pengurusan administrasi masyarakat sesuai standar operasional yang berlaku (SOP). Adapun faktor penghambat Pemerintah Desa Sampali dalam pelayanan publik yakni fasilitas seperti komputer dan printer yang kurang memadai, sehingga membutuhkan waktu yang lama, serta masih minimnya pengetahuan aparatur pemerintah Desa Sampali tentang penggunaan teknologi yang ada. Village government public services have not been able meet community expectations properly. Can be seen from the community's dissatisfaction with receiving public services in Sampali Village.Study aims to determine role village government in improving the quality of public services in Sampali Village, Deli Serdang Regency, and describe inhibiting factors of Village Government in providing quality public services to community according to Law no. 6 of 2014 concerning Villages capable providing change in improving service quality.Theory used in this research is role theory according Suhardono (2016), with indicators of facilitators, mobilizers, and regulators. Research method used is descriptive qualitative with data collection techniques through interviews, observation, documentation, triangulation, and analyzed qualitatively. Results study indicate that role of Sampali Village government has been running well, although not optimal. Can be seen from aspect of facilitator, such as provision inadequate facilities, village apparatus mobilizers providing information community about the requirements for administration process, and village head regulator directing community administration according applicable operational standards (SOP). Inhibiting factors for Sampali Village Government in public services are inadequate facilities such as computers and printers, so it takes a long time, and lack of knowledge of Sampali Village government apparatus regarding use of existing technology.en_US
