dc.description.abstract | Implementasi pelayanan publik melalui daring di Dinas Kependudukan dan Catatan Sipil Kota Medan masih mempunyai kendala dalam pembuatan akta kelahiran kerena masih banyak masyarakat yang memiliki keluhan seperti adanya pembayaran denda keterlambatan dan kendala jaringan saat pengurusan daring. Penelitian ini bertujuan untuk mengetahui bagaimana implemenantasi dari kebijakan SIBISA yang telah dikeluarkan oleh pemerintah, terkait pelayanan akta kelahiran yang di harapkan mampu memberikan kualitas pelayanan yang lebih baik dan berkulitas sehingga pemerintah membuat kebijakan pelayanan berbasis daring. Penelitian ini dianalisis dengan menggunakan teori Edward III yang terdiri dari komunikasi, sumber daya, disposi, struktur birokrasi dan dilakukan dengan menggunkan metode deskriptif kualitatif, dimana semua rumusan masalah di pecahkan melalui hasil wawancara,observasi, hasil pengamatan dan menggambarkan keadaan berdasarkan fakta yang sesuai kenyataan, dengan informan yang terdiri dari tujuh orang. Berdasarkan hasil observasi dan wawancara peneliti diperoleh hasil bahwa implementasi kebijakan SIBISA inibelum berjalan secara maksimal dikarenakan belum tercapainya tujuan dari sasaran kebijakan dan masih memiliki hambatan, sehingga dapat disimpulkan Implementasi Peraturan Walikota Medan No 37 Tahun 2020 Tentang Pelayanan Adminstrasi Secara Daring Di Dinas Kependudukan Dan Catatan Sipil Kota Medan terkait pelayanan akta kelahiran melalui SIBISA belum maksimal. Diharapkan melalui penelitian ini pelayanan akta kelahiran melalui SIBISA dapat lebih meningkat agar masyarakat lebih mudah dan semangat dalam mendaftarakan dokumen akta kelahirannya. The implementation of online public services at the Medan city population and civil registration service still has problems in making birth certificates because there are still many people who have complaints such as paying fines and network constraints. This study aims to find out how the SIBISA policy issued by the government is implemented, regarding birth certificate services which are expected to be able to provide better quality and quality services so that the government makes online-based service policies. This research was conducted using a qualitative descriptive method, in which all the problem formulations were solved through interviews, observations, observations and describing the situation based on facts that matched reality, with informants consisting of seven people. Based on the results of observations and interviews with researchers, the results show that the implpementation of the SIBISA policy has not run optimally because the objectives of the policy objectives have not been achieved and there are still obstacles, so it can be concluded that the Implementation of Medan Mayor Regulation No. 37 of 2020 Concerning Online Administration Services at the Population and Records Service Medan City civil servants related to birth certificate services through SIBISA have not been maximized. It is hoped that through this research the service of birth certificates through SIBISA can be further improved so that people can more easily and enthusiastically register their birth certificate documents. | en_US |
