Abstract: | Pengelolaan merupakan serangkaian proses yang meliputi pengaturan, pengendalian, penyelenggaraan, pengurusan, dan pelaksanaan aktivitas tertentu yang bertujuan untuk mencapai sasaran yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis pengelolaan dana desa dalam konteks peningkatan pembangunan di Desa Hiliana’a Gomo, Kecamatan Gomo, Kabupaten Nias Selatan, serta mengidentifikasi faktor-faktor penghambat yang terkait. Metode penelitian yang digunakan adalah pendekatan kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pengelolaan dana desa dalam mendukung proses pembangunan desa mengikuti tiga tahap utama: perencanaan, pelaksanaan, dan pengawasan. Keberhasilan pengelolaan dana desa tercermin dalam penyelenggaraan musyawarah desa yang berfungsi sebagai wadah untuk merumuskan rencana pengelolaan dana desa secara partisipatif, melibatkan masyarakat dalam perencanaan dan pelaksanaan kegiatan pembangunan, serta mengakomodasi aspirasi dan kontribusi tenaga masyarakat. Selain itu, masyarakat juga aktif dalam mengawasi penggunaan dana desa. Meskipun demikian, terdapat beberapa hambatan yang dihadapi, seperti keterbatasan sumber daya manusia dalam masyarakat untuk melakukan pengawasan terhadap pengelolaan dana desa, meskipun peran mereka diwakili oleh Badan Permusyawaratan Desa (BPD) dan tokoh masyarakat. Terbatasnya alokasi anggaran dana desa juga menjadi salah satu kendala dalam pelaksanaan pembangunan di desa tersebut. Management is a series of processes that encompass arrangement, control, organization, administration, and execution of specific activities aimed at achieving predetermined objectives. This study aims to analyze the management of village funds in the context of development enhancement in Hiliana’a Gomo Village, Gomo Subdistrict, South Nias Regency, and to identify associated inhibiting factors. The research method used is a qualitative approach with a descriptive approach. The results of the study indicate that the management of village funds in supporting village development processes follows three main stages: planning, implementation, and supervision. The success of village fund management is reflected in the conduct of village deliberations, which serve as a platform for formulating participatory village fund management plans, involving the community in the planning and implementation of development activities, and accommodating community aspirations and contributions. Additionally, the community is also active in overseeing the use of village funds. Nevertheless, there are several challenges faced, such as the limited human resources in the community for monitoring village fund management, although their roles are represented by the Village Consultative Body (BPD) and community figures. The limited allocation of village fund budgets is also a constraint in implementing development in the village. |
