Peran Badan Permusyawaratan Desa Dalam Pembuatan Peraturan Di Desa Bangun Kecamatan Parbuluan Kabupaten Dairi

Abstract

Badan permusyawaratan desa murapakan salah satu lembaga yang sangat penting dalam pemerintahan desa, dan salah satu peran BPD adalah membahas dan merancang peraturan desa bersama kepala desa. untuk mengetahui bagaimana peran BPD dalam proses pembuatan perdes dan faktor apa yang menjadi penghambatnya.untuk menganalisis data penelitian ini mengunakan metode kualitatif.sumber data dalam penelitian ini adalah BPD,kepala desa,sekertaris desa beserta aparat desa,ketua karang taruna dan masyarakat setempat Dan teknik pengumpulan data yaitu observasi,wawancara,dan dokumentasi. untuk hasil dari pengumpulan data tersebut yaitu didalam pelaksanaan peran BPD selama proses perancangan hingga selesainya perdes dilihat dari tiga indikator yaitu peran aktif,peran parsipatif dan pasif. The village consultative body is one of the most important institutions in village government, and one of the BPD's roles is to discuss and draft village regulations with the village head. to find out the role of the BPD in the process of making village regulations and what factors hinder it. To analyze this research data using qualitative methods. The data sources in this research are the BPD, village head, village secretary and village officials, the chairman of the youth organization and the local community. And data collection techniques are observation, interviews and documentation. The results of the data collection are in implementing the role of the BPD during the design process until the completion of the village regulations, seen from three indicators, namely active role, participative role and passive role.
