Abstract: Banyaknya kondisi jalan rusak di kecamatan Percut Sei Tuan di daerah strategis memerlukan penanganan intensif dari pemerintah Kabupaten Deli Serdang, dalam hal ini Dinas SDABMBK. Tujuan penelitian adalah untuk mengetahui peranan Dinas SDABMBK dalam melaksanakan pembangunan infrastruktur jalan di Kabupaten Deli Serdang serta mengetahui kendala-kendala yang dihadapi. Teori penelitian ini menggunakan teori peranan menurut Rizzo et.al dalam Pratina (2013) yaitu kewenangan, tanggung jawab, kejelasan tujuan dan cakupan pekerjaan. Metode penelitian ini berjenis kualitatif deskriptif dengan teknik pengumpulan data yaitu wawancara, observasi dan dokumentasi. Hasil penelitian ini yaitu, secara kewenangan Dinas SDABMBK telah mengetahui secara penuh kewenangan dengan baik. Tanggung jawab telah berhasil, terbukti dengan pencapaian target dan peningkatan pembangunan jalan setiap tahunnya. Dalam kejelasan tujuan Dinas SDABMBK memanfaatkan Musrenbang, Reses DPRD dan Top Down (Internal SDABMBK), dari ketiga unsur tersebut dilakukan kompilasi untuk menampung masukan guna menyusun perencanaan dan penetapan anggaran yang tepat. Terakhir, dalam cakupan pekerjaan, Dinas SDABMBK memiliki pihak internal yaitu bidang Bina Marga dan UPTD serta pihak eksternal yaitu pemerintah, pengusaha dan masyarakat. Kendala pelaksanaan pembangunan jalan di Kecamatan Percut Sei Tuan adalah adanya keterbatasan anggaran, prioritas, diperlukan hukum yang jelas, dan kepadatan lalu lintas. The large number of damaged roads in the Percut Sei Tuan sub-district in strategic areas requires intensive handling from the Deli Serdang Regency government, in this case the SDABMBK Service. The aim of the research is to determine the role of the SDABMBK Service in carrying out road infrastructure development in Deli Serdang Regency and to find out the obstacles faced. This research theory uses role theory according to Rizzo et.al in Pratina (2013), namely authority, responsibility, clarity of goals and scope of work. This research method is descriptive qualitative type with data collection techniques, namely interviews, observation and documentation. The results of this research are that the SDABMBK Department has full knowledge of its authority. The responsibility has been successful, as proven by the achievement of targets and the increase in road construction every year. In order to clarify the objectives of the SDABMBK Service in utilizing Musrenbang, DPRD Recess andTop Down (Internal SDABMBK), a compilation of these three elements is carried out to accommodate input to prepare appropriate planning and budget determination. Finally, in the scope of work, the SDABMBK Service has internal parties, namely the Highways and UPTD sector, as well as external parties, namely the government, entrepreneurs and the community. The obstacles to implementing road construction in Percut Sei Tuan District are budget limitations, priorities, the need for clear laws, and traffic congestion.
