dc.description.abstract | Agrowista pemerah sapi yang terdapat di desa Lau Gumba merupakan satusatunya yang terdapat di kecamatan Berastagi dengan sebutan Gunddaling Faram. Gundaling Farm saat ini menjalankan usaha dibidang pengolahan susu sapi melalui proses pasteurisasi. Sumber bahan baku susu didapat dari peternakan sapi perah yang dikelola sendiri oleh perusahaan. Pada awal berdirinya perusahaan ini, Gundaling Farm hanya memiliki sekitar 69 ekor sapi perah yang dikirim dari daerah Jawa, Sukabumi, ke Berastagi, namun hanya 20 ekor sapi yang siap diperah.Dalam hal ini, mencari tau implementasi kebijakan pengembangan pariwisata pada Agrowisata pemerah sapi mengunakan teori (Edwards III, 1980:1) dengan empat indikator yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Penelitian ini menggunakan metodologi jenis kualitatif yang menggunakan teknik wawancara, observasi, dan juga dokumentasi. Sebagai penguat, penelitian ini juga terdiri dari informan kunci, informan utama dan informan tambahan. Tujuan dari penelitian ini adalah untuk mengetahui bagaimana implementasi kebijakan pengembangan pariwisata pada agrowisata pemerah sapi. Hasil dari penelitian ini adalah agrowisata pemerah sapi belum maksimal dalam implementasi kebijakan terhadap pemerintah daerah setempat. The cow-milking agrotourism in Lau Gumba village is the only one in the Berastagi sub-district called Gunddaling Faram. Gundaling Farm is currently running a business in the field of processing cow's milk through a pasteurization process. The source of milk raw materials is obtained from dairy farms managed by the company itself. At the beginning of the establishment of this company, Gundaling Farm only had about 69 dairy cows sent from the area of Java, Sukabumi, to Berastagi, but only 20 cows were ready to be milked. In this case, find out the implementation of tourism development policies in cow-milking agrotourism using theory (Edwards III, 1980: 1) with four indicators, namely communication, resources, disposition, and bureaucratic structure. This study uses a qualitative type methodology that uses interview techniques, observation, and also documentation. As a reinforcement, this study also consisted of key informants, main informants and additional informants. The purpose of this research is to find out how the implementation of tourism development policies in cow milking agro-tourism. The results of this study are that agrotourism for milking cows has not been maximized in implementing policies towards the local government. | en_US |
