Abstract: Posyandu merupakan salah satu bentuk Upaya Kesehatan Bersumber Daya Masyarakat (UKBM) yang dikelola dan diselenggarakan dari, oleh, untuk, dan bersama masyarakat dalam penyelenggaraan pembangunan kesehatan, guna memberdayakan masyarakat dan memberikan kemudahan kepada masyarakat dalam memperoleh pelayanan kesehatan dasar, dan yang paling utama untuk memperoleh penurunan angka kematian ibu dan bayi. Salah satu program yang hampir selalu ada di setiap Posyandu adalah program Perbaikan Gizi karena dapat dilakukan oleh kader poyandu saja. Tujuan penelitian ini adalah untuk mengetahui secara konkrit implementasi program perbaikan gizi balita di posyandu dan hambatan implementasi program perbaikan gizi balita di posyandu Kelurahan Pandau Hilir Kecamatan Medan Perjuangan Kota Medan. Penelitian ini menggunakan pendekatan kualitatif. Sumber data dalam penelitian ini adalah Ketua Posyandu, Kader Posyandu, dan masyarakat orangtua atau wali dari balita peserta posyandu. Data dikumpulkan berdasarkan teknik pengumpulan data yaitu Observasi, Wawancara, dan Dokumentasi. Berdasarkan teori George C. Edward III yang terdiri dari komunikasi, sumber daya, disposisi, dan struktur birokrasi, Implementasi Program Perbaikan Gizi di Kelurahan Pandau Hilir Kecamatan Medan Perjuangan Kota Medan telah memenuhi keempat variabel tersebut meskipun masih ada beberapa problematika seperti kurangnya kesadaran masyarakat tentang pentingnya posyandu, keterbatasan jumlah fasilitas dalam melaksanakan kegiatan posyandu. Posyandu is one form of Community-Sourced Health Efforts that is managed and organized from, by, for, and with the community in the implementation of health development, in order to empower the community and provide convenience to the community in obtaining basic health services, and most importantly to reduce maternal and infant mortality. One of the programs that almost always exists in every Posyandu is the Nutrition Improvement program because it can be carried out by poyandu cadres alone. The purpose of this study was to determine the implementation of the toddler nutrition improvement program in Posyandu and the barriers to the implementation of the toddler nutrition improvement program in Posyandu Pandau Hilir Village, Medan Perjuangan Sub-district, Medan City. This research uses a qualitative approach. The data sources in this study are the Head of Posyandu, Posyandu Cadres, and community parents or guardians of toddlers participating in posyandu. Data were collected based on data collection techniques, namely observation, interviews, and documentation. Based on the theory of George C. Edward III which consists of communication, resources, disposition, and bureaucratic structure, the Implementation of the Nutrition Improvement Program in Pandau Hilir Village, Medan Perjuangan Sub-district, Medan City has fulfilled the four variables although there are still some problems such as the lack of public awareness about the importance of posyandu, the limited number of facilities in carrying out posyandu activities.
