dc.description.abstractPenelitian ini berlatarbelakang pada maraknya kasus pungutan liar yang terjadi di Indonesia telah merusak sendi kehidupan bermasyarakat, berbangsa dan bernegara. Pungutan Liar ini terjadi di Wisata Sidebuk Debuk, dimana korban merupakan wisatawan yang sedang melintas menuju objek wisata air panas, dan dihentikan oleh para pelaku untuk membayar sejumlah uang (pungli) untuk memasuki kawasan objek wisata pemandian air panas tersebut. Penelitian ini bertujuan untuk mengetahui bagaimana komunikasi publik pemerintah desa dalam upaya menghapus pungutan liar apa faktor yang menyebabkan terjadinya pungutan liar di wisata sidebuk-debuk desa Doulu Berastagi. Peneliti menggunakan metode deskriptif kualitatif. Informan penelitian adalah Kepala Desa, Sekretaris, dan Bendahara Desa. Informan dalam penelitian ini berjumlah 3 orang dengan menggunakan teknik triangulasi. Data dari penelitian dikumpulkan berdasarkan teknik pengumpulan data yaitu, observasi, wawancara, dan dokumentasi. Dari penelitian ini diketahui bahwa ada beberapa faktor yang menyebabkan terjadinya pungutan liar di Desa Daulu Berastagi. Hal ini terjadi karena Ekonomi yang saat ini melemah dimana mata pencaharian pokok di Desa Daulu ini adalah bertani. Peran Pemerintah Desa dalam upaya menghapus pungutan liar ini adalah melakukan komunikasi publik agar memberikan antisipasi serta kesadaran guna menghapus aksi tindakan pungutan liar di wisata pemandian sidebuk-debuk. This research is based on the rampant cases of illegal levies that have occurred in Indonesia, which have damaged the foundations of social, national and state life. This illegal fee occurred at Sidebuk Debuk Tourism, where the victim was a tourist who was passing to a hot spring tourist attraction, and was stopped by the perpetrators to pay a sum of money (pungli) to enter the hot spring tourist attraction area. This study aims to find out how the public communication of the village government is in an effort to eliminate illegal levies, what are the factors that cause illegal levies in sidebuk-debuk tourism in the village of Doulu Berastagi. Researchers used a qualitative descriptive method. The research informants are the Village Head, Secretary, and Village Treasurer. There were 3 informants in this study using the triangulation technique. Data from the research were collected based on data collection techniques, namely observation, interviews, and documentation. From this research it is known that there are several factors that cause illegal levies in Daulu Berastagi Village. This is because the economy is currently weakening where the main livelihood in Daulu Village is farming. The role of the Village Government in efforts to eliminate illegal levies is to communicate with the public in order to provide anticipation and awareness to eliminate illegal levies at sidebuk-debuk bathing tours.en_US
