Abstract: Pada era 1950 desa Tanah Merah dan Lubuk Rotan adalah satu desa yang sama,dan berselang berjalanya waktu pada tahun 1960 an desa Tanah Merah dan Lubuk Rokan menjadi suatu desa tersendiri. Adanya pemerintahan desa dapat membantu urusan masyarakanta dengan mudah terutama dalam pelayanan administrasi contohnyan pelayanan administrasi kartu tanda penduduk (KTP) pengantar kartu keluarga (KK) pengantar surat nikah, pengantar akte kelahiran, pengantar akte kematian. Melihat banyaknya kebutuhan pelayanan administrasi masyarakat di desa Tanah Merah penelitian ini bertujuan menganalisis kinerja pegawai kantor desa Tanah Merah. Dengan menggunakan teori analisis kinerja T.R Mitchell (1978:34) dalam Sedarmayanti 2001:51, menyatakan pula bahwa kinerja meliputi beberapa aspek yaitu kualitas kinerja, ketetapan waktu, inisiatif, kemampuan, dan, penelitian ini menggunakan metodologi jenis kualitatif yang menggunakan teknik wawancara, obeservasi, dan juga dokumentasi. Sebagai penguat, penelitian ini juga terdiri dari informan kunci, informan utama dan informan tambahan. Tujuan dari penelitian ini adalah untuk mengetahui sejauhmana kinerja perangkat desa atau pegawai kantor desa Tanah Merah.Hasil dari penelitian ini adalah kantor desa Tanah merah belum maksimal memberikan pelayanan administrasi kepada masyarakat tanah merah dikarenakan masih ada beberapa kendalah yang di miliki oleh kantor desa Tanah Merah Kecamatan Perbaungan Kabupaten Serdang Bedagai. In the 1950s the villages of Tanah Merah and Lubuk Rokan were the same village, and over time, in the 1960s, the villages of Tanah Merah and Lubuk Rokan became a separate village. The existence of a village government can help with community affairs easily, especially in administrative services, for example administrative services for identity cards (KTP), introduction to family cards (KK), introduction to marriage certificates, delivery of birth certificates, introduction to death certificates. Seeing the many needs for public administration services in the village of Tanah Merah, this study aims to analyze the performance of the employees of the Tanah Merah village office. Using the theory of performance analysis T.R Mitchell (1978:34) in Sedarmayanti 2001:51, also states that performance includes several aspects, namely performance quality, timeliness, initiative, ability, and, this research uses a qualitative type methodology that uses interview techniques, observation , as well as documentation. As a reinforcement, this study also consisted of key informants, main informants and additional informants. The purpose of this study was to find out how far the performance of village officials or employees of the Tanah Merah village office was. The results of this study were that the Tanah Merah village office had not optimally provided administrative services to the Tanah Merah community because there were still several obstacles owned by the Tanah Merah village office, District Association of Serdang Bedagai Regency.
