dc.description.abstract | Implementasi merupakan tahap yang sangat menentukan dalam proses kebijakan. Salah satu upaya yang dilakukan pemerintah dengan dikeluarkan beberapa kebijakan yang mengarah pada pemanfaatan teknologi informasi untuk diterapkan dalam penyelenggaraan pemerintahan dan pelayanan masyarakat. Seperti pada Peraturan Walikota Medan nomor 28 tahun 2018 tentang smart city pasal 5 ayat 3. Pelaksanaan program smart city seperti pada peraturan tersebut masih tidak maksimal diterapkan. Rumusan masalah penelitian ini yaitu bagaimana implementasi dan faktor penghambat dalam implementasi Peraturan Walikota Medan nomor 28 tahun 2018 tentang smart city. Penelitian ini menggunakan metode deskriptif kualitatif. Hasil penelitian ini yaitu implementasi peraturan smart city tidak maksimal dilaksanakan, dilihat dari indikator komunikasi belum berjalan dengan baik karena sosialisasi kepada masyarakat belum menyeluruh. Indikator sumberdaya belum maksimal karena SDM yang memiliki keterampilan dibidang TIK kurang memadai dan tidak adanya pelatihan peningkatan kualitas SDM. Hambatannya yaitu kurangnya sosialisasi kepada masyarakat mengingat minimnya pengetahuan masyarakat tentang smart city. Kemudian kurangnya sumberdaya seperti kualitas dan kuantitas SDM serta penyediaan sarana dan fasilitas yang belum maksimal tergantung pada anggaran yang disediakan. Medan Mayor Regulation number 28 of 2018 concerning smart city article 5 paragraph 3. The implementation of smart city programs such as these regulations is not optimally applied. The formulation of this research problem is how to implement and inhibiting factors in the implementation of Medan Mayor Regulation number 28 of 2018 concerning smart cities. The study used qualitative descriptive methods. The results of research on the implementation of smart city regulations are not optimally implemented, from communication indicators have not gone well because socialization to the community has not been comprehensive. Resource indicators have not been maximized because human resources have inadequate skills in the field of technology and there is no training to improve the quality of human resources. Barriers to lack of socialization to society. The lack of quality and quantity of human resources and the provision of facilities and facilities have not been maximized depending on the budget provided. | en_US |
