Abstract: Tujuan penelitian ini mendeskripsikan bagaimana implementasi kebijakan Pemerintah Daerah dalam penyelenggaraan pembelajaraan tatap muka pasca covid-19 di SMA Swasta (GKPS) 1 Pematang Raya dengan menggunakan Teori Edward III dengan Indikator Komunikasi, Sumber daya, Disposisi dan Struktur Birokrasi. Jenis penelitian ini menggunakan beberapa teknik pengumpulan data yaitu observasi, wawancara, dan dokumentasi. Analisis Data dilakukan dengan model analisis interaktif miles and huberman. Hasil penelitian ini menunjukkan bahwa pembelajaran tatap muka diterapkan untuk mengatasi terjadinya learning loss akibat pembelajaran tatap muka tetap mengedepankan keamanan ditengah situasi pasca pandemi. Faktor penghambat mencakup kurangnya interaksi antara guru dan siswa dalam metode belajar daring yang kurang tepat, mengakibatkan learning loss dan kurangnya motivasi siswa. The aim of this research is to describe how to implement Regional Government policies in implementing face-to-face learning after Covid-19 at Private High School (GKPS) 1 Pematang Raya using Edward III Theory with Communication, Resources, Disposition and Bureaucratic Structure Indicators. This type of research uses several data collection techniques, namely observation, interviews and documentation. Data analysis was carried out using the Miles and Huberman interactive analysis model. The results of this research show that face-to-face learning is implemented to overcome learning loss due to face-toface learning while still prioritizing safety amidst the post-pandemic situation. Inhibiting factors include a lack of interaction between teachers and students in inappropriate online learning methods, resulting in learning loss and lack of student motivation.
