dc.description.abstractRendahnya pengukuran dan analisis capaian kinerja sasaran strategis kualitas pelayanan Sekretariat Daerah Kabupaten Batu Bara. Rumusan masalah penelitian 1) Bagaimana manajemen sumber daya manusia terhadap kualitas pelayanan Tata Pemerintahan di Sekretariat Daerah Kabupaten Batu Bara? 2) Kendala apa saja yang terdapat di dalam manajemen sumber daya manusia terhadap kualitas pelayanan Tata Pemerintahan Sekretariat Daerah Kabupaten Batu Bara? Metode yang digunakan metode penelitian kualitatif. Teknik pengumpulan data dengan observasi, wawancara dan dokumentasi. Hasil penelitian manajemen sumber daya manusia terhadap kualitas pelayanan Tata Pemerintahan di Sekretariat Daerah Kabupaten Batu Bara cukup baik walau belum maksimal. Daya tanggap berjalan dengan baik. Sikap tanggap pegawai dalam memberikan pelayanan dan dapat menyelesaikan dengan cepat. Jaminan berjalan dengan baik. Menggunakan basis kompetensi sebagai strategi yang dapat meningkatkan profesionalisme sumber daya manusia. Bukti fisik belum optimal. Ketersediaan dan ketercukupan sarana dan prasarana pelayanan belum memadai. Empati berjalan dengan baik. Dapat meningkatkan kualitas pelayanan melalui kompetensi komunikasi. Kehandalan belum maksimal. Pelanggaran disiplin yang menghambat kualitas pelayanan. Saran dalam penelitian yaitu dilakukan peningkatan dalam pendayagunaan dan pengelolaan sarana dan prasarana. Melakukan pemeliharaan rutin dan pemeliharaan pencegahan yang optimal berupa pemeliharaan berkala, preventif, represif. Memberikan sanksi yang tegas yang melakukan pelanggaran disiplin. Melakukan sosialisasi tentang peraturanperaturan disiplin Pegawai Negeri Sipil. Low level of measurement and analysis of performance achievements of strategic targets for quality of service at the Regional Secretariat of Batu Bara Regency. Research problem formulation 1) How does human resource management affect the quality of governance services at the Regional Secretariat of Batu Bara Regency? 2) What obstacles exist in human resource management on the quality of Batu Bara Regency Regional Secretariat Governance services? The method used is a qualitative research method. Data collection techniques using observation, interviews and documentation. The results of human resource management research on the quality of governance services at the Regional Secretariat of Batu Bara Regency are quite good, although not optimal. Responsiveness works well. The responsiveness of employees in providing services and being able to complete them quickly. Guarantee works well. Using a competency base as a strategy that can increase the professionalism of human resources. Physical evidence is not optimal. The availability and adequacy of service facilities and infrastructure is inadequate. Empathy works well. Can improve service quality through communication competence. Reliability is not optimal. Disciplinary violations that hinder the quality of service. The suggestion in the research is to increase the utilization and management of facilities and infrastructure. Carrying out routine maintenance and optimal preventive maintenance in the form of periodic, preventive and repressive maintenance. Provide strict sanctions for violations of discipline. Conduct socialization regarding Civil Servant disciplinary regulations.en_US
