Abstract: | Perubahan arus lalu lintas satu arah (One Way Street) pada ruas jalan yang diterapkan Pemerintah Kota Medan tentunya akan berimbas pada pengguna jalan yang semakin meningkat karena menghubungkan ke jalan utama. Dengan semakin meningkatnya para pengguna jalan (kendaraan bermotor) maka akan mempengaruhi kinerja dan tingkat pelayanan jalan tersebut. Metodologi penelitian yang digunakan dalam penelitian ini memiliki tahapan-tahapan, mulai dari studi literatur dan pengumpulan data secara primer dan sekunder. Selanjutnya pengumpulan data hambatan samping dilakukan dengan menghitung dan mencatat jumlah aktivitas samping jalan pada lokasi penelitian selama periode pengamatan yang dilakukan oleh beberapa surveyor. Metode yang dipakai menggunakan PKJI 2014 sesuai dengan ketentuan. Hasil perhitungan didapat derajat kejenuhan (Dj) Rerata adalah Dj = 0,21 dengan tingkat pelayanan kategori B dalam artian arus stabil, tetapi kecepatan operasi mulai dibatasi oleh kondisi lalu lintas, sedangkan tertinggi (Dj) = 0,46 untuk ruas Jl Jawa dan 0,61 untuk ruas Jl Putri Merak Jingga dengan Tingkat Pelayanan kategori C dalam artian Arus stabil, tetapi kecepatan gerak kendaraan dikendalikan (lancar).Berdasarkan pengamatan serta perhitungan dalam penelitian ini didapat hasil yang signifikan. The change in one-way traffic flow (One Way Street) on roads implemented by the Medan City Government will of course have an impact on increasing road users because it connects to the main road. The increasing number of road users (motorized vehicles) will affect the performance and level of service of the road. The research methodology used in this research has stages, starting from literature study and primary and secondary data collection. Next, data collection on side obstacles was carried out by counting and recording the number of roadside activities at the research location during the observation period carried out by several surveyors. The method used uses PKJI 2014 in accordance with the provisions. The calculation results show that the average degree of saturation (Dj) is Dj = 0.21 with a category B service level in the sense that the flow is stable, but the operating speed is starting to be limited by traffic conditions, while the highest (Dj) = 0.46 for the Jl Jawa and 0 sections. .61 for the Jl Putri Merak Jingga section with Service Level category C in the sense that the flow is stable, but the speed of vehicle movement is controlled (smooth). Based on observations and calculations in this research, significant results were obtained. |
