Abstract: | Penelitian ini berdasarkan Peraturan Pemerintah Nomor 21 Tahun 2020 tentang PSBB yang bertujuan untuk meminimalisir resiko penularan virus Covid-19 sehingga pemerintah membuat program LAPAK ASIK online agar mengurangi kepadatan antrian peserta klaim di Kantor BPJS Ketenagakerjaan Cabang Medan Utara. Tujuan dari penelitian ini untuk mengetahui bagaimana BPJS Ketenagakerjaan Cabang Medan Utara mengimplementasikan program LAPAK ASIK online serta untuk mengetahui apa saja faktor pendorong dan faktor penghambat dalam program LAPAK ASIK online yang sedang dijalankan sampai saat ini. Adapun metode yang digunakan dalam penelitian ini menggunakan Metode deskriptif kualitatif dengan menggunakan 4 indikator Teori Implementasi George Edward III yaitu Komunikasi,Sumber daya, Disposisi dan Struktur Birokrasi. Dari hasil penelitian yang menjadi faktor pendukung yaitu Sumber daya, Disposisi dan Struktur birokrasi sudah berjalan efektif, sedangkan yang menjadi faktor penghambat yaitu komunikasi belum berjalan dengan efektif, dikarenakan minimnya sosialisasi kepada semua lapisan masyarakat,peserta belum cakap dan belum terbiasa menggunakan teknologi informasi dan komunikasi, peserta klaim tidak bisa dihubungi disaat interview daring, peserta harus tetap datang ke Kantor jika gagal melakukan upload dokumen pada saat pendaftaran daring,serta kendala sinyal dan jaringan internet yang tidak stabil. This research is based on Government Regulation Number 21 of 2020 concerning PSBB which aims to minimize the risk of transmission of the Covid-19 virus so that the government created the online LAPAK ASIK program. The aim of this research is to find out how implementation is carried out as well as the driving and inhibiting factors in the online LAPAK ASIK program which is currently being implemented to date. The method used in this research uses a qualitative descriptive method with 4 indicators of George Edward III's Implementation Theory. From the research results, the supporting factors, namely resources, disposition and bureaucratic structure, have been running effectively, while the inhibiting factors are communication not running effectively, due to the lack of socialization to all levels of society, participants are not yet competent and are not used to using information and communication technology. , claim participants cannot be contacted during online interviews, participants must still come to the office if they fail to upload documents during online registration, as well as signal problems and unstable internet networks. |
