Abstract: Adapun tujuan penelitian ini sebagai berikut: Untuk menganalisisBagaimana Optimalisasi Pelayanan Administrasi Dalam Pengurusan Kartu Tanda Penduduk di Kecamatan Batang Serangan Kabupaten Langkat. Untuk menganalisis apa faktor hambatan Optimalisasi Pelayanan Administrasi Dalam Pengurusan Kartu Tanda Penduduk di Kecamatan Batang Serangan Kabupaten Langkat. Metode penelitian yang digunakan adalah metode kualitatif Hasil penelitian menunjukkan bahwa belum optimal dalam memberikan pelayanan serta ketelitian dalam pemberkasan administrasi dalam hal kadang ada kesalahan di bagian administrasi dan dimasyarakatnya, kadang masyarakat lupa akan syarat syarat ketentuan yang ada, padahal ketentuan tersebut sudah terpasang dalaam bentuk Banner di Kantor Kecamatan Batang Serangan. Namun demikian masyarakat tetap menilai buruknya kinerja pegawai administrasi kependudukan. Masih banyaknya masyarakat yang merasa dirugikan dan merasa tidak nyaman terhadap hasil pelayanan yang dilaksanakan oleh pegawai karena seringnya memakai waktu yang cukup lama. Tingkat kebersihan dan sikrulasi udara sudah membaik, hal ini dapat dilihat jika seluruh informan menyatakan tingkat kebersihan dan sirkulasi udara yang ada di Kantor Kecamatan Batang Serangan kategori baik. Pegawai telah menunjukkan rasa empati pada masyarakat di Kantor Kecamatan Batang Serangan berupa memberikan pelayanan yang sama tanpa memandang stastus social terhadap masyarakat. The aim of this research is as follows: To analyze how to optimize administrative services in processing identity cards in Batang Panggang District, Langkat Regency. To analyze what are the obstacles to the Optimization of Administrative Services in Processing Resident Identity Cards in Batang Serangan District, Langkat Regency. The research method used is a qualitative method. The results of the research show that service delivery and accuracy in administrative filing is not optimal, in that sometimes there are errors in the administration and in the community, sometimes people forget the existing terms and conditions, even though these provisions have been installed in the form of a banner. at the Batang Panggang District Office. However The public continues to assess the poor performance of population administration employees. There are still many people who feel disadvantaged and feel uncomfortable with the results of services carried out by employees because they often take quite a long time. The level of cleanliness and air circulation has improved, this can be seen if all informants stated that the level of cleanliness and air circulation in the Batang Serangan District Office was in the good category. Employees have shown empathy for the community at the Batang Panggang District Office by providing the same service without looking at the social status of society.
