Abstract: Simpang empat Aksara (Jalan Williem Iskandar, Jalan Letda Sujono, Jalan Prof. HM. Yamin Sh dan Jalan Aksara) merupakan salah satu simpang bersinyal yang berada di Kota Medan. Banyaknya pusat perbelanjaan, sekolah, bank maupun tempat berhentinya angkutan umum yang berada di sekitar simpang empat tersebut berpengaruh terhadap tingginya volume lalu lintas. Pengaturan APILL yang saat ini sudah dioprasikan di simpang Aksara masih belum optimal dalam mengatasi kemacetan, terlebih pada saat jam – jam sibuk. Survei pengamatan dilakukan pada tanggal 3 Maret 2023 didapatkan hasil data berupa volume kendaraan, geometri simpang, dan waktu silus APILL. Data hasil pengamatan akan dianalisis dan hasil kinerja simpang akan dibandingkan menggunakan metode Manual Kapasitas Jalan Indonesia (MKJI) 1997 dan software PTV VISSIM 9.0 (student version). Analisis menggunakan MKJI 1997 didapatkan kapasitas simpang 998 smp/jam, derajat kejenuhan 0,607, tundaan rata-rata simpang sebesar 43,47 det/smp, angka henti sebesar 0,889 stop/smp, dan panjang antrian rata-rata 70,7 meter. Analisis kinerja menggunakan VISSIM didapatkan hasil tundaan simpang sebesar 32,25 detik, panjang antrian 208,65 meter dengan LOS_D sedangkan untuk hasil analisis kinerja simpang dengan metode MKJI 1997 di dapat rata-rata tingkat pelayanan LOS_E. The four Aksara intersection (Jalan Williem Iskandar, Jalan Letda Sujono, Jalan Prof. HM. Yamin Sh, and Jalan Aksara) is one of the signalized intersections in Medan City. The large number of shopping centers, schools, banks, and public transport stops around the four intersections have an impact on the high traffic volume. The APILL arrangements currently in operation at the Aksara intersection are still not optimal in dealing with traffic jams, especially during rush hours. The observation survey was carried out on March 3 2023 and obtained data results in the form of vehicle volume, intersection geometry, and APILL cycle time. Observation data will be analyzed and intersection performance results will be compared using the 1997 Indonesian Road Capacity Manual (MKJI) method and PTV VISSIM 9.0 (student version) software. Analysis using MKJI 1997 showed that the intersection capacity was 998 pcu/hour, the degree of saturation was 0.607, the average intersection delay was 43.47 sec/pcu, the stopping rate was 0.889 stops/pcu, and the average queue length was 70.7 meters. Performance analysis using VISSIM showed that the intersection delay was 32.25 seconds, and the queue length was 208.65 meters with LOS_D, while the results of the intersection performance analysis using the MKJI 1997 method showed an average level of service LOS_E.
