Implementasi Kebijakan Bantuan Produktif Usaha Mikro Pada Masa Pandemi Covid 19 Di Kantor Camat Medan Kota

Abstract

Program pemberian bantuan dana UMKM di Kecamatan Medan Kota masih belum optimal, karena masih ada masyarakat yang tidak menerima bantuan dan masih ada juga penerima yang tidak sesuai dengan kriteria untuk menerima bantuan tersebut.Penelitian ini bertujuan untuk mengetahui implementasi kebijakan dana penyaluran bantuan produktif usaha mikro dan untuk faktor-faktor penghambat implementasikebijakan bantuan prdouktif usaha mikro. Teori penelitian yang digunakan adalah teori implementasi menurut Edward III. Metode penelitian yang digunakan adalah metode kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa Implementasi program bantuan BPUM di Kecamatan Medan Kota sudah berjalan cukup baik untuk mengembangkan UMKM di masa Covid-19. Dari segi komunikasi, kecamatan medan kota sudah memberikan sosialisasi dan informasi tentang bantuan usaha mikro. Dari segi sumber daya, sudah direalisasikan sumber daya yang optimal dalam memberikan usaha bantuan mikro. Dari segi disposisi, pihak kecamatan medan kota memberikan komitmen dan bantuan khususnya dalam memberikan pelayanan administrasi terkait persyaratan bantuan usaha mikro. Terakhir, dari struktur birokrasi, kecamatan medan kota telah memberikan struktur organisasi yang jelas dalam memberikan bantuan usaha mikro. The program for providing MSME funding assistance in Medan Kota District is still not optimal, because there are still people who do not receive assistance and there are still recipients who do not meet the criteria for receiving this assistance. This study aims to determine the implementation of the policy on the distribution of productive assistance for micro-enterprises and the inhibiting factors for the implementation of productive assistance policies for micro-enterprises. The research theory used is implementation theory according to Edward III. The research method used is descriptive qualitative method. The results of this study indicate that the implementation of the BPUMassistance program in the Medan City District has gone well enough to develop MSMEs during the Covid-19 period. The implementation of the program has been good, although there are still things that need to be improved so that the program's goals are more precise. As well as the inhibiting factor itself arises from the lack of time given for the process of submitting prospective BPUM recipients so that there are indications that the data submitted is old MSME data that has not been updated, uneven socialization due to Covid- 19 so that socialization is carried out via the internet which cannot be reached by MSME owners who are old. Supporting factors seen from each employee in Medan Kota District have their respective tasks that work well with each other for the implementation of BPUM. So that later if there is a problem it will be resolved as soon as possible.
