Abstract: Tugas belajar dan Izin Belajar merupakan kebijakan yang bertujuan untuk meningkatkan kompetensi para pegawai negeri sipil. Badan Kepegawaian Daerah khususnya Provinsi Sumatera Utara bertangunggujawab atas pelaksanaan tugas belajar tersebut. Penelitian ini adalah penelitian deskrptif menggunakan pendekatan kualitatif yang bertujuan untuk menggambarkan implementasi kebijakan pemberian tugas belajar dan izin belajar bagi pegawai negeri sipil di Provinsi Sumatera Utara menggunakan model implementasi kebijakan Van Meter dan Van Horn. Teknik pengumpulan data yang digunakan adalah wawancara, observasi, dan dokumentasi. Serta teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data, dan penarik kesimpulan. Badan Kepegawaian Daerah Provinsi Sumatera Utara cukup baik dalam pelaksanaan dan impelementasi pemberian tugas belajar dan izin belajar bagi pegawai negeri sipil di Provinsi Sumatera Utara. Study assignments and Study Permits are policies that aim to increasing the competency of civil servants. Regional Personnel Agency especially the Province of North Sumatra is responsible for carrying out its duties that study. This research is descriptive research using an approach qualitative which aims to describe policy implementation granting study assignments and study permits for civil servants in the Province North Sumatra uses the Van Meter and Van policy implementation model Horn. The data collection techniques used were interviews, observation, and documentation. And the data analysis technique used is data collection, data reduction, data presentation, and drawing conclusions. Regional Personnel Agency North Sumatra Province is quite good in implementation and implementation granting study assignments and study permits for civil servants in the Province North Sumatra.
