Abstract: | Permasalahan Dinas Sosial dalam pelayanan adalah pendataan yang tidak sesuai, sehingga masyarakat ada yang tidak mendapatkan bantuan. Penelitian bertujuan untuk mengetahui peran Dinas Sosial dalam menangani masyarakat miskin dan mengetahui faktor pendukung dan penghambat peran Dinas Sosial Kota Medan. Penelitian menggunakan metode kualitatif, dengan teknik observasi, wawancara, dan dokumentasi. Teori ini menggunakan teori peran Jim Ife dan Frank Tesoriero (2016), dapat disimpulkan bahwa hasil penelitian menunjukkan bahwa Peran Dinas Sosial sudah cukup baik, dibuktikan sebagai berikut: 1. Dinas Sosial Kota Medan dalam peran Fasilitatif sudah sesuai dengan teori dari Jim Ife.mulai dari memberikan dukungan dengan memberikan informasi terkait masalah yang dihadapi masyarakat. 2. Dinas Sosial Kota Medan dalam peran Edukasi sudah sesuai dengan teori dari Jim Ife.mulai dari memberikan edukasi mengenai kendala yang terjadi di lapangan. 3. Peran Dinas Sosial Kota Medan pada proses pemberdayaan juga melibatkan peran representasional, peran yang dijalankan saat berinteraksi dengan pihak luar atau yang dapat bermanfaat bagi masyarakat. 4. Peran teknis yang dimiliki oleh Dinas Sosial Kota Medan sudah dilakukan dengan cukup baik. Hal tersebut terlihat dari kegiatan pemantauan yang dilakukan oleh pihak Dinas Sosial pada saat proses penyaluran bantuan program sembako di lapangan. The problem with the Social Service in providing services is inappropriate data collection, So there are people who don't get help. Purposeful research to find out the role of the Social Service in dealing with poor communities and knowing the supporting and inhibiting factors of the role of the Medan City Social Service. The research uses qualitative methods, with observation techniques, interviews, and documentation. This theory uses the role theory of Jim Ife and Frank Tesoriero (2016), it can be concluded that the research results show that Role The Social Service is quite good, as evidenced by the following: 1. City Social Service Medan in the Facilitative role is in accordance with Jim Ife's theory, starting from provide support by providing information related to the problem faced by society. 2. The Medan City Social Service has played an educational role in accordance with Jim Ife's theory, starting from providing education about obstacles what happens in the field. 3. The role of the Medan City Social Service in the process Empowerment also involves a representational role, a role that is carried out at the moment interact with outside parties or who can benefit society. 4. The technical role of the Medan City Social Service has been carried out with pretty good. This can be seen from the monitoring activities carried out by the Social Service during the process of distributing aid to the basic food program in field. |
