Abstract: | Dinas Perhubungan Kota Medan memiliki tugas untuk menyelenggarakan urusan kebijakan perhubungan atau transportasi untuk daerah Kota Medan, Sumatera Utara. Terdapatnya beberapa permasalahn pada pola perparkiran di kota Medan menjadi tugas bagi pihak Dinas Perhubungan Kota Medan dalam perbaikan pola perparkiran yang ada. Salah satu permasalahan retribusi perparkiran yang ada di Kota Medan ialah adanya parkir liar.Dalam hal ini, Dinas Perhubungan Kota Medan harus membuat kolaborasi atau kerja sama terhadap pihak lainya untuk pengatasan masalah tersebut. Dalam mengupayakan pola penerapan dan penegakan retribusi pelayanan parkir di kota Medan penelitian ini menggunakan teori konsep collaborative governance milik Morse & Stephens, penelitian ini menggunakan metodologi jenis kualitatif yang menggunakan teknik wawancara, observasi, dan juga dokumentasi. Sebagai penguat, penelitian ini juga terdiri dari informan kunci, informan utama dan informan tambahan. Tujuan dari penelitian ini adalah untuk mengetahui collaborative governace dalam pola penerapan dan penegakan retribusi pelayanan parkir di kota Medan. Hasil dari penelitian ini adalah Dinas Perhubungan Kota Medan telah melakukan kesepakatan kerjasama antara beberapa pihak untuk mengimplementasikan pola perparkiran secara elektronik namun kebijkan tersebut belum optimal dilakukan. The Medan City Transportation Service has the task of carrying out transportation or transportation policy matters for the Medan City area, North Sumatra. The existence of several problems with parking patterns in the city of Medan is a task for the Medan City Transportation Department to improve existing parking patterns. One of the problems with parking fees in Medan City is illegal parking. In this case, the Medan City Transportation Department must collaborate or cooperate with other parties to overcome this problem. In pursuing a pattern of implementation and enforcement of parking service levies in the city of Medan, this research uses Morse & Stephens' collaborative governance concept theory. This research uses a qualitative type of methodology that uses interview, observation and documentation techniques. As reinforcement, this research also consists of key informants, main informants and additional informants. The aim of this research is to determine collaborative governance in the pattern of implementation and enforcement of parking service levies in the city of Medan. The results of this research are that the Medan City Transportation Department has entered into a cooperation agreement between several parties to implement electronic parking patterns, but this policy has not been implemented optimally. |
