Abstract

Pemerintah merupakan salah satu unsur konstitutif dan menjadi syarat mutlak yang harus dipenuhi dalam membentuk negara. Sehingga tidak mungkin negara berdiri tanpa adanya pemerintah. Dengan demikian keberadaan pemerintah sangat sentral dan sangat menarik untuk diteliti. Setiap warga negara pasti pernah berhubungan dengan pemerintah. Namun, masalah klasik yang dihadapi dan belum mampu dihadapi oleh negara ini adalah tidak dikelolanya pemerintahan dengan baik (good governance).
