dc.description.abstractPenelitian ini bertujuan untuk mendeskripsikan implementasi kebijakan penataan dan pemerataan pegawai pemerintah dengan perjanjian kerja (PPPK) guru SD di Langsa dan faktor penghambatnya. Metode penelitian kualitatif deskriptif dengan subjek penelitian meliputi kepala dinas, Kepala Bidang Guru dan Tenaga Kependidikan, Staf bidang pembinaan sekolah dasar, kepala sekolah, dan guru. Teknik pengumpulan data meliputi observasi, wawancara, dan dokumentasi. Analisis data menggunakan model Miles dan Huberman dengan triangulasi sumber dan teknik. Hasil penelitian menunjukkan bahwa implementasi kebijakan penataan dan pemerataan pegawai pemerintah dengan perjanjian kerja (PPPK) guru SD di Langsa belum berjalan dengan baik. Faktor penghambatnya meliputi Kurangnya komunikasi (sosialisasi) kepada guru non-ASN. Ketersediaan dana, fasilitas, dan infrastruktur yang belum memadai. Kurangnya komitmen dari kepala sekolah dalam menindaklanjuti kebijakan. Ketidakjujuran kepala sekolah dalam memberikan informasi. Penelitian ini merekomendasikan peningkatan komunikasi, pengalokasian sumber daya yang memadai, penguatan komitmen kepala sekolah, dan penegakan transparansi dalam implementasi kebijakan. This study aims to describe the implementation of the policy of structuring and equalizing government employees with work agreements (PPPK) for elementary school teachers in Langsa and its inhibiting factors. Descriptive qualitative research method with research subjects including the head of the office, Head of the Teachers and Education Personnel Division, Staff in the field of elementary school development, principals, and teachers. Data collection techniques include observation, interviews and documentation. Data analysis used the Miles and Huberman model with triangulation of sources and techniques. The results showed that the implementation of the policy of structuring and equalizing government employees with work agreements (PPPK) for elementary school teachers in Langsa has not gone well. The inhibiting factors include lack of communication (socialization) to non-ASN teachers. Inadequate availability of funds, facilities and infrastructure. Lack of commitment from school principals in following up the policy. The principal's dishonesty in providing information. This study recommends improving communication, allocating adequate resources, strengthening the commitment of school principals, and enforcing transparency in policy implementation.en_US
