dc.description.abstractPenggunaan dan penyaluran Bantuan Operasional Sekolah Reguler di lingkungan Dinas Pendidikan Provinsi Sumatera Utara masih kurang cepat dan tepat yang mengakibatkan terlambatnya dana BOS yang diterima oleh Sekolah. Rumusanimasalah dalam penelitian ini adalah bagaimana implementasi Peraturan Menteri Pendidikan dan Kebudayaan Nomor 6 Tahun 2021 tentang Petunjuk Teknis Bantuan Operasional Reguler di SMA Negeri Medan dan apa saja faktor kendala dalam implementasi Peraturan Menteri Pendidikan dan Kebudayaan Nomor 6 Tahun 2021 tentang Petunjuk Teknis Bantuan Operasional Reguler di SMA Negeri Medan. Metodeipenelitian yang digunakan adalah metode kualitatif, dan teknik analisis data menggunakan kualitatif. Pengumpulanidata diperoleh dari observasi, wawancara dan dokumentasi. Hasilipenelitian mengacu pada teoriiEdward III dengan indikator komunikasi, sumber daya, disposisi dan struktur birokrasi. Hasil penelitian bahwa implementasi Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 6 Tahun 2021 tentang Petunjuk Teknis Bantuan Operasional Sekolah Reguler di SMA Negeri Medan dari segi komunikasi dan sumber daya belum berjalan dengan baik. Dari segi disposisi dan struktur birokrasi implementasi Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 6 Tahun 2021 tentang Petunjuk Teknis Bantuan Operasional Sekolah Reguler di SMA Negeri Medan sudah berjalan dengan baik. Kendala yang dihadapi instansi dalam implementasi adalah pengelolaan Bantuan Operasional Sekolah lambat (tidak ada SOP), penyalahgunaan anggaran Bantuan Operasional Sekolah Reguler dan laporan pertanggungjawaban tidak lengkap. Direkomendasikan bahwa perlu menerbitkan Standar Operasional Prosedur (SOP) Bantuan Operasional Sekolah Reguler sesuai dengan petunjuk teknis pada Peraturan Menteri Pendidikan dan Kebudayaan Republik Indonesia Nomor 6 Tahun 2021 dan Kepala Sekolah sebagai penanggungg Bantuan Operasional Sekolah perlu menghimbau kesadaran semua anggota Tim Bantuan Operasional Sekolah agar tidak memanfaatkan Bantuan Operasional Sekolah sebagai sumber kepentingan pribadi. The use and distribution of Regular School Operational Assistance within the North Sumatra Provincial Education Office is still not fast and precise which results in the delay of BOS funds received by the School. The formulation of the problem in this study is how the implementation of the Minister of Education and Culture Regulation Number 6 of 2021 concerning Technical Guidelines for Regular Operational Assistance at SMA Negeri Medan and what are the obstacle factors in the implementation of the Minister of Education and Culture Regulation Number 6 of 2021 concerning Technical Guidelines for Regular Operational Assistance at SMA Negeri Medan. The research method used is qualitative method, and the data analysis technique uses qualitative. Data collection is obtained from observation, interviews and documentation. The results showed that the implementation of the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 6 of 2021 concerning Technical Guidelines for Regular School Operational Assistance at SMA Negeri Medan in terms of communication and resources has not gone well. In terms of disposition and bureaucratic structure, the implementation of the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 6 of 2021 concerning Technical Guidelines for Regular School Operational Assistance at SMA Negeri Medan has gone well. The obstacles faced by agencies in implementation are the slow management of School Operational Assistance (no SOP), misuse of the Regular School Operational Assistance budget and incomplete accountability reports. It is recommended that it is necessary to issue a Standard Operating Procedure (SOP) for Regular School Operational Assistance in accordance with the technical instructions in the Regulation of the Minister of Education and Culture of the Republic of Indonesia Number 6 of 2021 and the Principal as the bearer of School Operational Assistance needs to appeal to the awareness of all members of the School Operational Assistance Team so as not to utilize School Operational Assistance as a source of personal interest.en_US
