Abstract: Pelanggaran dari nilai-nilai yang terkandung dalam tata tertib sosial oleh anak-anak akan mengakibatkan kegoncangan dan timbulnya reaksi sosial dalam masyarakat. sehingga negara sebagai organisasi terbesar dari masyarakat melalui pemerintah perlu mengambil tindakan-tindakan terhadap anak yang telah melakukan perbuatan hukum dimaksud karena perbuatan yang demikian sangat merugikan dan bertentangan dengan kepentingan masyarakat itu sendiri.Masalah kejahatan anak dewasa ini tetap merupakan persoalan yang aktual hampir disemua negara di dunia, termasuk Indonesia.
