Mass media, whether printed or on the screen or the internet, is said to be a non-penal means in law enforcement because with mass media, things that are caused by a crime can be described, the process of a crime occurring and most importantly, criminal penalties can be imposed on the perpetrators of a crime. Non-penal means prioritize the existence of information that is conveyed to the wider community, where with this information the community will receive education so that they do not commit acts that are contrary to the law, including one of which is the crime of murder.
