dc.description.abstractDinas Perpustakaan Kota Medan mengikuti kemajuan “teknologi dan informasi” dengan penerapan e-government dalam memberikan pelayanan berbasis online menggunakan aplikasi e-Pusda, bertujuan mempermudah pelayanan, menumbuhkan minat baca dan meningkatkan literasi kepada masyarakat tanpa batas waktu dan tempat. Permasalahan yang ditemukan merujuk pada pencarian sering mengalami tidak terkoneksi, buff, koleksi buku kurang lengkap, aplikasi masih tidak dikenal masyarakat. Tujuan penelitian untuk mengetahui dan mendeskripsikan efektifivitas penggunaan aplikasi e-Pusda Kota Medan dalam pelayanan berbasis online serta untuk mengetahui dan mendeskripsikan faktor-faktor pendukung dan penghambat penggunaan aplikasi e-Pusda Kota Medan dalam pelayanan berbasis online di Dinas Perpustakaan dan Kearsipan Kota Medan. Metode Penelitian secara deskriptif kualitatif. Hasil dan kesimpulan Penelitian menunjukan, bahwa dengan menggunakan indikator Campbell (1989) dalam Mutiarin (2014) efektivitas penggunaan aplikasi e-Pusda Kota medan dalam pelayanan berbasis online di Dinas Perpustakaan Kota medan cukup efektif, mencakup keberhasilan program, sasaran, kepuasan program, tingkat input dan output serta pencapaian tujuan menyeluruh, adapun faktor pendukung penggunaan aplikasi e-Pusda ialah penerapan e-government dalam pelayanan berbasis online oleh Dinas Perpustakaan, serta memudahkan masyarakat mencari bahan buku bacaan tanpa ke perpustakaan, faktor penghambat penggunaan aplikasi e-Pusda ialah pengenalan aplikasi tidak menyeluruh, koleksi bahan buku tidak lengkap, serta ganguan jaringan. The Medan City Library Service follows advances in "technology and information" by implementing e-government in providing online-based services using the e-Pusda application, aiming to simplify services, foster interest in reading and increase literacy among the public without time and place limits. The problems found refer to searches often not connecting, buffs, the book collection is incomplete, the application is still unknown to the public. The aim of the research is to find out and describe the effectiveness of using the Medan City e-Pusda application in online-based services as well as to find out and describe the supporting and inhibiting factors for using the Medan City e-Pusda application in online-based services at the Medan City Library and Archives Service. The research method is descriptive qualitative. Research results and conclusions show that by using Campbell's (1989) indicators in Mutiarin (2014) the effectiveness of using the Medan City e-Pusda application in online-based services at the Medan City Library Service is quite effective, including program success, targets, program satisfaction, level of input and output and achievement of overall goals, while the supporting factors for using the e-Pusda application are the implementation of e-government in online-based services by the Library Service, as well as making it easier for people to find reading book materials without going to the library, the inhibiting factor for using the e-Pusda application is that the introduction of the application is not comprehensive, incomplete collection of book materials, as well as network problems.en_US
