Abstract: | Indeks Kepuasan Masyarakat sebagai landasan untuk meningkatkan hubungan birokrasi antara negara dan masyarakat. Sesuai dengan hal diatas penulis melaksanakan penelitian dengan judul Implementasi Indeks Kepuasan Masyarakat terhadap kualitas pelayanan perizinan berbasis aplikasi OSS pada Di DPMPTSP Kabupaten Langkat. Penelitian ini bertujuan mengetahui kepuasan masyarakat terhadap pelayanan perizinan di kabupaten Langkat dengan berfokus sesuai dengan indeks kepuasan masyarakat Kepmenpan RB nomor 14 tahun 2017 tentang indeks kepuasan masyarakat serta untuk mengetahui hambatan terhadap penggunaan aplikasi OSS pada kantor DPMPTSP Kabupaten Langkat. Penelitian ini bersifat kualititaf dengan mengambil data di DPMPTSP Kabupaten Langkat.Hasil penelitian menunjukkan bahwa dalam penerapan aplikasi oss dengan melihat mutu pelayanan dan kinerja/kualitas pelayanan berkategori B yaitu mutu pelayanan baik sehingga masyarakat kabupaten Langkat yang melakukan pengurusan perizinan merasa dimudahkan dengan arahan dan pelayanan yang ada, mengenai hambatan masyarakat yang melakukan pengurusan perizinan di Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Langkat dalam penerapan aplikasi OSS yaitu terkendala pada jaringan dalam mengakses aplikasi OSS, sehingga pengarahan yang dilakukan oleh petugas sudah maksimal padahal kendalanya terdapat pada jaringan sehingga pelayanan petugas dalam mengarahkan masyarakat terkait penggunaan aplikasi OSS disana sudah sesuai dengan system pelayanan dan prosedur pelayanan pada kantor DPMPTSP Kabupaten Langkat. Community Satisfaction Index as a basis for improving bureaucratic relations between the state and society. In accordance with the above, the author carried out research with the title Implementation of the Community Satisfaction Index on the quality of OSS application-based licensing services at the DPMPTSP of Langkat Regency. This research aims to determine community satisfaction with licensing services in Langkat district by focusing on the community satisfaction index Kepmenpan RB number 14 of 2017 concerning the community satisfaction index and to determine barriers to the use of OSS applications at the Langkat Regency DPMPTSP office. This research is qualitative in nature by taking data from the DPMPTSP of Langkat Regency. The results of the research show that in implementing the OSS application by looking at the quality of service and performance/quality of service in category B, namely good service quality so that the people of Langkat Regency who carry out licensing arrangements feel that it is facilitated by the direction and service provided. There is, regarding the community's obstacles to processing permits at the Langkat Regency Investment and One-Stop Integrated Services Service in implementing the OSS application, namely that there are problems with the network in accessing the OSS application, so that the direction given by the officers is optimal even though the problem is in the network so that the officers' service in Directing the public regarding the use of the OSS application there in accordance with the service system and service procedures at the Langkat Regency DPMPTSP office. |
